平衡计分法下高校内部绩效考核研究

【摘要】:在我国高等教育由大众化向普及化迈进的关键时期,高等教育质量如何提升、高校今后发展的方向依旧是当前地方高校普遍面临的时代主题。在这一宏观背景下,如何提升高校治理能力与水平,高校内部绩效考核的规范与完善就显得尤为重要。我国各个高校面临着绩效评价制度不完善、绩效考核系统缺乏问题,针对这些问题,本文在分析和研究的过程中,以高校内部绩效考核为研究对象,采用平衡记分卡的方式对相关的内容进行了分析和探讨。本文在分析和研究中,对国内外相关的研究文献和研究内容进行了归纳和总结,为本文的分析和研究奠定了基础,并且按照平衡记分卡的相关严则对这一绩效评估方法应用的可行性进行了分析,构建出一套可在全国高校范围内推广试用的绩效评估指标体系。该指标体系在高校内部绩效考核的分析和研究中,将评估指标氛围财务、学生和利益相关者、内部流程、创新与学习四个方面的指标,针对这四个方面的指标,采用层次分析法对具体的权重进行了设计和分析。最后,以H高校为案例,对平衡计分法中财务、顾客、内部业务流程、学习与成长四个维度进行分析,采用层析分析法对各个指标的具体权重进行了设计,通过这种方式使得H高校内部绩效评估实现量化操作。此外,为确保数据的信度和效度用灰色模糊综合评价进行一致性检验分析。研究结论表明,该高校绩效考核结果中凸显的问题和我国国情,亟需将该模型运用到实践中并提出合理化的意见,使得考核体系达到科学有效性,从而提高高校绩效评估质量。
[Abstract]:In the key period of our country's higher education from popularization to popularization, how to improve the quality of higher education and the direction of the future development of colleges and universities are still the theme of the times that local colleges and universities generally face at present. Under this macro background, how to improve the governance ability and level of colleges and universities, the standardization and perfection of internal performance appraisal in colleges and universities is particularly important. Each university in our country is faced with the imperfect performance evaluation system and the lack of performance appraisal system. In view of these problems, this paper takes the internal performance appraisal of colleges and universities as the research object in the process of analysis and research. The relevant contents are analyzed and discussed by using balanced scorecard. In the analysis and research of this paper, the relevant research literature and research contents at home and abroad are summarized and summarized, which lays a foundation for the analysis and research of this paper. And according to the relevant strict principle of balanced Scorecard, this paper analyzes the feasibility of applying this performance evaluation method, and constructs a set of performance evaluation index system which can be popularized and tried in colleges and universities all over the country. In the analysis and research of the internal performance appraisal of colleges and universities, this index system will evaluate the index climate finance, students and stakeholders, internal process, innovation and learning indicators, aiming at these four aspects of the indicators, The analytic hierarchy process (AHP) is used to design and analyze the specific weights. Finally, taking H university as a case, the paper analyzes the four dimensions of finance, customer, internal business process, learning and growth in balanced scoring method, and designs the specific weight of each index by means of chromatography analysis. Through this way, H colleges and universities internal performance evaluation to achieve quantitative operation. In addition, in order to ensure the reliability and validity of the data, the grey fuzzy comprehensive evaluation is used to test and analyze the consistency. The conclusion of the study shows that the problems highlighted in the performance appraisal results and the national conditions of our country need to be applied to the practice and put forward some reasonable suggestions so as to make the appraisal system scientific and effective so as to improve the quality of the performance evaluation in colleges and universities.
