学术主导、分类驱动、协同推进——我国大学院系治理机制探究

【摘要】:作为大学二级机构的学院(系)是大学各项职能的直接承担者和组织者,院系治理已逐渐成为现代大学治理的核心所在。我国高校的治理改革可先行探索基层学术组织治理改革,形成"自下而上"的改革倒逼机制,进而推动整个高等教育管理体制的改革。院系治理改革需要坚持治理理念,遵循利益相关者原则,推进"学术主导"、"分类驱动"和"协同推进"三种治理机制的变革。
[Abstract]:As the secondary institution of the university, the college (department) is the direct bearer and organizer of the functions of the university, and the governance of the college and department has gradually become the core of the modern university governance. The reform of governance in colleges and universities in our country can first explore the reform of the governance of grass-roots academic organizations, and form a "bottom-up" reform forcing mechanism, thus promoting the reform of the management system of the whole higher education. The reform of college and department governance needs to adhere to the concept of governance, follow the principle of stakeholders, and promote the reform of three governance mechanisms, namely, "academic leading", "classification drive" and "cooperative promotion".
