德国高等工程教育认证制度研究

【摘要】:随着全球化进程加速,新一轮工业革命即将到来,高等工程教育如何应对来自更多跨国力量的影响和竞争更加激烈的国际环境,如何适应新科技革命、新产业革命对工程专业教育内容和方式、质量和水准等方面的要求等,成为摆在各国政府、高校和产业界等面前的重要课题。毫无疑问,建立高等工程教育认证制度,实施工程教育专业认证,已成为世界性趋势。而本论文思考的重点是,如何通过高等工程教育专业认证,推进高等工程教育体系改革,如何增进工程教育质量国际间的互认互信,如何为工程教育质量提供外部保障等。德国在这方面的实践所取得的成效提供了很好的启迪。基于这样缘由,本论文选择了以德国高等工程教育认证制度作为研究对象。在具体研究中,通过文献调查法、历史研究法和案例分析法等研究方法,系统地考察了德国高等工程教育认证制度产生的背景、发展阶段,以及其对德国、欧洲乃至世界高等工程教育领域所产生的巨大影响,探寻和把握德国这一制度的生成和发展的规律。本论文撇开了以往研究中一般性介绍的方法,从制度构成要素的角度,对德国高等工程教育认证制度的目标系统、组织系统、规范系统、保障系统等进行详细考察和研究;并以上海理工大学引入德国ASIIN开展工程专业认证为案例,透过认证活动现象,深入到工程专业教育内部,考察专业认证对专业建设、课程设置的深刻影响,深度探析专业认证对高等工程专业教育改革的促进机制和作为工程教育外部质量保障的生成机制等。在此基础上,以"第四代评价"理论为分析框架,剖析了德国高等工程教育认证制度几方面显著特征,客观分析其存在问题与不足,进而获得若干有价值的启示。研究表明,德国高等工程教育制度建立至今才十多年时间,已经取得十分显著的成效,它不仅成为德国内部和欧洲工程教育改革和质量保障的制度性工具,还被引入拉美、澳洲、亚洲(包括中国),成为一项国际性的制度工具。研究还表明,高等工程教育认证制度,不仅仅是对工程专业教育状况进行检查、验收的单一性目标的检校机制,更是深化高等工程教育改革的促进机制,工程人才资源全球配置的协同推进机制,工程教育质量国际间互认互信的沟通联系机制,还是提高国家工程教育国际竞争力的质量保障机制。概而言之,高等工程教育认证制度,在未来必将发挥更大的作用,必将为越来越多的国家和地区、高校和产业界、乃至整个经济社会所更多关注和更加重视。中国在推进高等工程教育认证的国际化方面,也必将大有作为。
[Abstract]:With the acceleration of globalization and the coming of a new round of industrial revolution, how does higher engineering education cope with the influence of more transnational forces and the more competitive international environment, how to adapt to the new technological revolution, The requirements of the new industrial revolution on the contents, methods, quality and standards of engineering education have become an important subject in front of governments, universities and industry. There is no doubt that the establishment of higher engineering education certification system, the implementation of engineering education professional certification, has become a worldwide trend. The key point of this paper is how to promote the reform of higher engineering education system through higher engineering education professional certification, how to enhance the mutual recognition and mutual trust among engineering education quality, how to provide external guarantee for engineering education quality, etc. The achievements of German practice in this field provide good enlightenment. For this reason, this paper chooses the German higher engineering education certification system as the research object. In the specific research, through the methods of literature investigation, historical research and case analysis, the background, stage of development and its impact on German higher engineering education certification system are systematically investigated. The great influence in the field of higher engineering education in Europe and even in the world explores and grasps the law of the formation and development of this system in Germany. This paper puts aside the methods of general introduction in the previous research, from the point of view of the constituent elements of the system, makes a detailed investigation and study on the target system, organizational system, normative system and guarantee system of the German higher engineering education certification system. Taking the introduction of German ASIIN from Shanghai Polytechnic University to carry out engineering professional certification as a case study, through the phenomenon of certification activities, it goes deep into the interior of engineering education, and investigates the profound influence of professional certification on professional construction and curriculum design. This paper probes into the promotion mechanism of professional certification to the reform of higher engineering education and the forming mechanism of external quality assurance of engineering education. On this basis, taking the theory of "the fourth generation evaluation" as the analysis frame, this paper analyzes the prominent features of the certification system of higher engineering education in Germany, analyzes objectively its existing problems and shortcomings, and obtains some valuable inspirations. The study shows that the German higher engineering education system has been established for more than 10 years and has achieved remarkable results. It has not only become an institutional tool for the reform and quality assurance of engineering education in Germany and Europe, but has also been introduced into Latin America. Australia, Asia (including China) has become an international institutional tool. The study also shows that the certification system for higher engineering education is not only a mechanism for checking the status of engineering education, but also a mechanism for the examination of the single objective of acceptance, as well as the promotion mechanism for deepening the reform of higher engineering education. The cooperative promotion mechanism of global allocation of engineering human resources, the communication and contact mechanism of mutual recognition and mutual trust among the engineering education quality, and the quality assurance mechanism to improve the international competitiveness of national engineering education. In short, the higher engineering education certification system will play a greater role in the future, will be more and more attention and attention to more and more countries and regions, universities and industry, and even the whole economy and society. China will also be able to promote the internationalization of higher engineering education certification.
