促进社会流动:加州大学的举措及启示

【摘要】：美国经济社会及高等教育的变迁及相互作用,凸显了公立大学所承载的社会责任与使命期待。作为美国公立高等教育的典范,加州大学确立了促进社会流动、维护社会公正的核心价值和办学取向,积极开展多种教育推广项目,持续扩大办学规模,科学实施招生录取,努力调控收费增长,加强学生经济资助,合理设置学科专业,全面保障教育品质,切实培植多元文化,在促进弱势阶层子弟向上流动方面展现了有力的作为和良好的成效,获得了公众的好评。加州大学在促进社会流动方面的成功经验,为中国大学提供了强化促进社会流动的价值认同、促进国家相关政策的变革创新以及加强大学相关制度建设与政策行动等重要启示。
[Abstract]:The changes and interactions of American economy, society and higher education highlight the social responsibility and mission expectation of public universities. As a model of public higher education in the United States, the University of California has established the core value and orientation of promoting social mobility and maintaining social justice, actively developing a variety of educational promotion projects, continuously expanding the scale of running a school, and scientifically implementing enrollment and admission. Efforts have been made to regulate and control the increase in fees, strengthen financial assistance for students, rationally set up disciplines and specialties, comprehensively guarantee the quality of education, and effectively cultivate multiculturalism, and have shown strong action and good results in promoting upward mobility of children from the disadvantaged strata. It was well received by the public. The successful experience of the University of California in promoting social mobility provides Chinese universities with important enlightenment such as strengthening the value identity of promoting social mobility, promoting the reform and innovation of relevant national policies, and strengthening the institutional construction and policy action of universities.
