我国高校教授委员会的治理关系类型分析——基于教育部核准的84所高校章程之规定

【摘要】：以教育部核准的84所高校章程之规定为研究内容,我国高校学院学术组织(教授委员会)在治理结构中的关系类型大致可分为四种:受控型(教授委员会对党政联席会负责)、双重受控型(教授委员会对党政联席会和校学术委员会负责)、操控型(教授委员会与党政联席会分工负责)和半操控半受控型(教授委员会与党政联席会分工负责、对校学术委员会负责)。学院学术组织在"教授治学"作用发挥方面仍有较大空间。建议进一步明确学院学术组织在学术事项方面的决策地位,试行党政学联席会议制度;学院学术组织"以块为主"运行,与学校学术委员会分权而治,进一步彰显"教授治学"。
[Abstract]:Taking the provisions of the statutes of 84 colleges and universities approved by the Ministry of Education as the research content, the relationship types of academic organizations (professors' committees) in the governance structure of colleges and universities in China can be roughly divided into four types: the controlled type (the professor committee is responsible for the joint meeting of the Party and the government). The double-controlled type (the teaching committee is responsible for the joint meeting of the party and government and the academic committee of the school), the operational type (the division of labor between the teaching committee and the joint committee of the party and government) and the semi-controlled and semi-controlled type (the teaching committee and the joint committee of the party and government are responsible for the division of labour) Be responsible to the academic committee of the school) There is still room for academic organizations to play their role in teaching and learning. It is suggested that the decision-making status of academic organizations in academic affairs should be further clarified, and the system of joint meeting of party and government should be tried out. The academic organization of the college runs mainly on "block-based" and governs by decentralization with the academic committee of the school, which further highlights the "teaching and learning".
