山东省区域义务教育均等化研究

【摘要】:义务教育均等化作为基本公共服务均等化的重要组成部分,对于保证所有公民起点公平,维护公民基本的生存权利,进而实现社会和谐稳定具有重要的意义。在我国目前义务教育“以县为主”的体制下,义务教育的非均等化更多的表现为区域之间的非均等化,正是基于这种考虑,本文以山东省区域义务教育均等化作为分析对象,对义务教育均等化问题进行了探讨。 文章除绪论外分为四章。绪论主要包括选题背景、研究意义、文献综述、论文的基本结构、研究方法和论文的创新点。第一章是概念阐释和理论探讨,对义务教育、义务教育均等化等核心概念进行了界定,从理论角度阐述了政府在义务教育均等化中责任问题,并进一步将政府责任划分为制度保障、财政保障和监督保障三个层面。第二章是山东省义务教育均等化的现状、问题及原因分析。该章通过数据分析描绘了山东省区域义务教育均等化的现状,并从政府责任的角度(制度、财政、监督)分析了问题产生的原因。第三章是国内外发达地区推进义务教育均等化的实践及启示。文章主要介绍了北京、上海、深圳等国内发达地区和美国、日本等发达国家推进义务教育均等化的做法,以便从中寻求有益借鉴。第四章是推进山东省区域义务教育均等化的对策研究,与原因分析相对应,对策措施也从制度、财政和监督的角度展开。最后文章对山东省区域义务教育均等化的发展进行了展望。 本文认为,义务教育的性质决定了政府在推进义务教育均等化过程中承担主导责任。这种责任又可以进一步划分为制度、财政和监督三个层面。本文对山东省个案的分析具有普遍性的意义,对问题的分析和所提出的措施对其他地区也具有一定的借鉴意义。本文希望通过对义务教育均等化的研究唤起政府和社会公众对基本公共服务均等化的重视,从而促进社会的稳定和进步。
[Abstract]:The equalization of compulsory education as an important part of the equalization of basic public services, to ensure the fair starting point of all citizens, safeguard citizens' basic right to exist, so as to realize the social harmony and stability is of great significance. At present in our country compulsory education system of "county based", non equal compulsory education more performance non equalization between regions, it is based on this consideration, in this paper, the equal compulsory education in Shandong Province as the analysis object, the equalization of compulsory education is discussed.
In addition to the introduction the article is divided into four chapters. The introduction mainly includes the research background, research significance, literature review, the basic structure of the thesis, research methods and the innovation of this thesis. The first chapter explores the concepts and theories of compulsory education, the core concept of the compulsory education equalization defines the problem in compulsory education and equal responsibility in the government is discussed from the theoretical point of view, and further divides the government responsibility system security, financial security and supervision in three aspects. The second chapter is the current situation of compulsory education equalization in Shandong, analysis of the problems and the reasons. This chapter through the data analysis described the current situation of compulsory education equalization in Shandong province and from the the government responsibility angle (system, finance, supervision) analyzes the causes of the problems. The third chapter is the domestic and foreign developed areas to promote the practice and Enlightenment of the equalization of compulsory education. The article mainly introduces the North Beijing, Shanghai, Shenzhen and other developed areas in China and the United States, Japan and other developed countries to promote the equalization of compulsory education practice, in order to seek benefits from it. The fourth chapter is the research on Countermeasures to promote equal compulsory education in Shandong province and the analysis of the causes of corresponding countermeasures from the perspective of financial supervision system, and at the end of this article. On the equal compulsory education in Shandong province the development prospect.
This paper argues that the nature of compulsory education determines the government take the leading role in promoting the equalization of compulsory education. This responsibility can be further divided into three aspects: system, finance and supervision. The universal significance of the case analysis of Shandong Province, and the analysis of the problems and proposed measures have a certain reference to other areas. This paper aims to study the equalization of compulsory education to arouse the government and the public on the equalization of basic public services attention, so as to promote social stability and progress.
