【摘要】:自2006年以来,我国对《中华人民共和国义务教育法》进行了修订,使我国教育政策由原来的“重点校制”向义务教育“均衡化制”方向发展。近几年,我国地方政府对农村教师资源配置进行了有益的探索,但农村基础教育由于长期积累存在问题较为严重,使得教师教育资源配置工作显得格外艰巨。农村学校教师资源匮乏是地方政府教育资源配置不合理突出问题,具体表现为:正式编制的教师少、存在代课教师以及假代课老师盛行等,这些导致我国农村基础教育水平低下。本文通过对地方政府农村学校教师资源配置的现状进行调查分析,结合当前我国颁布的一系列的政策措施,并借鉴了国外政府在教师资源配置方面所作出的成功做法,力求找到解决我国农村教师资源优化配置的有效途径。这不仅对于我的家乡农村基础教育水平的提高,而且希望通过此项研究,,可以对促进全国基础教育水平的提高作出积极有益的探索。 本文研究的重点是如何实现地方政府对农村教师资源优化配置问题。文章的正文分为四部分,第一部分阐述了教师资源的基本概念和理论分析。从中找出问题来源,并提出自己的观点,对近年来我国地方政府出台的农村教师资源的激励性政策进行研究,构建合理的政府管理制度。第二部分是研究农村教师资源的配置问题以及现状。主要从教师资源配置不均衡,教师资源流失严重,教师结构比例失衡,农村教师地位有待提高等方面进行分析农村教师资源配置的问题。第三部分主要阐述农村教师资源存在问题的成因分析,从地方政府投资行为对农村教师教育的影响,城乡教育经费不均衡对农村教育资源的影响等方面进行调研。第四部分构建我国农村教师资源配置的政策的措施。本文在写作的过程中,具体运用了文献梳理法、比较分析法等。本文通过对近几年国内外关于教师资源优化配置情况的文献进行了搜集、整合,并结合我国的特殊国情和教师资源配置现状,提出改善我国教师资源的一些方法;通过与国外教师资源配置比较、与在该领域发展较为成功的国家比较,找出我国在这方面的不足,借鉴国外的先进经验。
[Abstract]:Since 2006, China has revised the compulsory Education Law of the people's Republic of China, which has made the education policy of our country develop from the original "key school system" to the "equalization system" of compulsory education. The local government of our country has carried on the beneficial exploration to the rural teacher resources disposition, but the rural elementary education has the serious problem because of the long-term accumulation. The lack of teachers' resources in rural schools is an unreasonable and prominent problem in the allocation of educational resources of local governments. There are substitute teachers and false substitute teachers, which lead to the low level of basic education in rural areas. Combined with a series of policies and measures promulgated in our country, and draw lessons from the successful practices of foreign governments in the allocation of teachers' resources. Try to find an effective way to solve the problem of optimizing the allocation of rural teachers' resources, which is not only to improve the level of basic education in my hometown, but also through this study. It can promote the improvement of national basic education level to make a positive and beneficial exploration. The focus of this paper is how to achieve the optimal allocation of rural teacher resources by local governments. The text of this paper is divided into four parts. The first part describes the basic concepts and theoretical analysis of teacher resources, from which to find out the source of the problem, and put forward their own views, the local government in recent years of rural teacher resources incentive policy was studied. The second part is to study the allocation of rural teachers' resources and the present situation, mainly from the imbalance of the allocation of teachers' resources, the serious loss of teachers' resources, and the imbalance of teachers' structure. The status of rural teachers need to be improved to analyze the allocation of rural teachers' resources. The third part mainly expounds the causes of the problems of rural teachers' resources. The influence of local government investment behavior on rural teacher education. Research on the impact of the imbalance of urban and rural education funds on rural educational resources. 4th part of the policy measures to construct the allocation of rural teachers resources. This paper in the process of writing. Through the literature combing method, comparative analysis method and so on, this paper collects and integrates the literature on teachers' resource optimization and allocation at home and abroad in recent years. Combined with the special situation of our country and the present situation of teacher resources allocation, some methods to improve our teachers' resources are put forward. By comparing with the foreign teachers' resource allocation and comparing with the successful countries in this field, this paper finds out the deficiency of our country in this respect, and draws lessons from the advanced experience of foreign countries.
