我国义务教育均衡发展的伦理诉求

【摘要】:教育均衡是教育公平的重要基础。现阶段,我国大力促进义务教育的均衡发展是保障教育公平的基础性工作。2000年全国基本实现“两基”之后,义务教育均衡发展的问题逐渐成为人们关注的热点,义务教育均衡发展的研究热潮正在掀起。义务教育均衡发展,在价值上体现为追求平等、公平,从政策的角度体现为资源的分配。本文以伦理学为研究角度,结合我国义务教育发展的现实状况,围绕“义务教育均衡发展的内涵,我国义务教育发展失衡的现状,导致义务教育失衡现状的原因,推进我国义务教育均衡发展的对策”这四个问题依次展开论述。全文共分五个部分: 第一部分:主要阐述了研究背景、意义,总结了国内外的研究现状,说明了研究方法和本文的特色、核心概念。 第二部分:界定了义务教育、均衡发展、义务教育均衡发展三个概念的内涵。分析了义务教育均衡发展的伦理基础,为进一步的论述提供理论支撑。 第三部分:分析总结了发达国家促进义务教育均衡发展的价值导向及具体策略。 第四部分:从教育公平的视野剖析了我国义务教育发展失衡的原因:主要价值导向的偏离,投入、政策、户籍制度、教育制度等因素的影响。并分析了我国义务教育发展失衡的现状,从城乡、地区、校际、群体四个层面,以教育经费、办学条件和师资水平为视点,揭示了我国义务教育发展的差距。 第五部分:确立了我国义务教育均衡发展的“基础性、全面性、全民性”的科学价值导向及政府职责,包括推进公共服务均衡、加大教育投入、合理分配资源、完善法律保障。
[Abstract]:Educational balance is the important foundation of educational fairness. At present, our country vigorously promotes the balanced development of compulsory education is the basic work of ensuring education fairness. After the basic realization of "two bases" in 2000, the issue of balanced development of compulsory education has gradually become a hot spot that people pay attention to. The research boom of the balanced development of compulsory education is being raised. The balanced development of compulsory education embodies in value the pursuit of equality and fairness, and the distribution of resources from the angle of policy. From the point of view of ethics, combined with the reality of the development of compulsory education in China, this paper focuses on the connotation of the balanced development of compulsory education, the present situation of the imbalance of the development of compulsory education in our country, and the causes of the imbalance of compulsory education. The countermeasures to promote the balanced development of compulsory education in China are discussed in turn. The full text is divided into five parts: The first part mainly expounds the background and significance of the research, summarizes the current research situation at home and abroad, explains the research methods, characteristics and core concepts of this paper. The second part defines the connotation of compulsory education, balanced development and balanced development of compulsory education. This paper analyzes the ethical basis of balanced development of compulsory education and provides theoretical support for further discussion. The third part analyzes and summarizes the value orientation and specific strategies of promoting the balanced development of compulsory education in developed countries. The fourth part analyzes the reasons for the imbalance of the development of compulsory education in China from the perspective of educational equity: the deviation of the main value orientation, investment, policy, household registration system, education system and other factors. This paper also analyzes the current situation of the unbalanced development of compulsory education in China. It reveals the gap in the development of compulsory education in China from the four levels of urban and rural areas, regions, schools and groups, taking education funds, school conditions and the level of teachers as the points of view. The fifth part: it establishes the scientific value orientation and government responsibility of the balanced development of compulsory education in our country, including promoting the balance of public service, increasing the input of education, allocating resources rationally, and perfecting the legal guarantee.
