【摘要】:随着我国社会经济城乡统筹战略的深入推进,义务教育均衡也日益成为重要发展目标。重庆市政府明确提出到2017年,全市基本实现义务教育均衡发展。反观当前,重庆市义务教育不均衡现象突出,均衡发展仍然存在困境。本文认为这种现象存在着深刻的历史根源和现实瓶颈,如何破除障碍,实现均衡目标是本文的基本出发点。本研究以我国基础教育均衡发展历史为背景,在充分考虑重庆市社会、经济、文化与教育发展现状的基础上,提出了城乡义务教育均衡发展的路径体系。 本文共分为四个部分。 第一部分,重点探讨了城乡统筹背景下的义务教育均衡发展理论来源和基础。城乡均衡发展思想在早期空想社会主义者的思想体系中就有体现,马克思主义者继承和发展了城乡公平正义的理想愿景,科学分析了城乡关系的历史演进,并从历史唯物主义的视角出发指出了城乡关系与生产力的辩证联系。义务教育城乡均衡主要体现了教育公平、均衡发展、外部性(公共产品)等三重理论属性。 第二部分,回溯了我国义务教育发展的有关政策演进历史,总体而言我国义务教育均衡发展可以分为三个时期,分别是1953年至2003年近五十年的城市教育优先发展期,从2003年至2006年的义务教育均衡发展探索期,以及从2006年至今的城乡统筹发展深化期。通过梳理建国后我国义务教育均衡发展的政策演进和制度设计历程,为研究城乡统筹背景下重庆市义务教育均衡发展提供历史基础和宏观认识背景。 第三部分,基于对城乡均衡发展理论与我国义务教育发展历史的认识,重点探讨分析了重庆市城乡义务教育均衡化问题。研究从义务教育均衡发展的评估指标入手,确定义务教育均衡考量维度。通过数据分析,客观展现了重庆市义务教育在城乡师资力量,校舍场地,教育投入和教学资源设备等方面的非均衡现状。对此,本文认为义务教育投入总量不足、财政体制重心较低以及城乡二元的社会结构是造成非均衡发展的主要原因。 第四部分,探讨和阐述了实现重庆市城乡义务教育均衡发展的路径。主要包括:重构政府责任体系,在中观层面建立以重庆市财政为主体的经费投入机制;建立重庆市义务教育补偿机制;构建和完善重庆市义务教育均衡发展地方标准;推进社会力量参与重庆市义务教育办学;制订和完善《重庆市义务教育均衡发展条例》等五项措施。
[Abstract]:With China's social and economic strategy to further promote urban and rural compulsory education, has become an important development goal. Chongqing municipal government made clear that in 2017, the basic realization of the balanced development of compulsory education in Chongqing city. At present, the phenomenon of unbalanced compulsory education balanced development is outstanding, there still have some difficulties. This paper argues that this phenomenon has historical roots the profound and realistic bottleneck, how to get rid of obstacles, to realize the balanced goal is the starting point of this paper. In the context of basic education development in our country history, in full consideration of Chongqing city social, economic, cultural and educational development status based on the proposed path system of the balanced development of urban and rural compulsory education.
This article is divided into four parts.
The first part mainly discusses the background of urban and rural balanced development of the compulsory education theoretical sources and foundation. The balanced urban and rural development thought is embodied in the early utopian socialist ideology, Marx's inheritance and development of the urban and rural justice ideal vision, scientific analysis of the historical evolution of the relationship between urban and rural areas, and from the history from the perspective of materialism points out the dialectic relationship between urban and rural and urban and rural productivity. Compulsory education mainly embodies the education fair, balanced development, external (public goods) three is theory.
The second part traces the relevant policy history of the development of China's compulsory education, overall balanced development of China's compulsory education can be divided into three stages, respectively is the priority development period from 1953 to 2003 nearly fifty years of city education, the exploration period from the balanced development of compulsory education from 2003 to 2006, and from 2006 to the present urban and rural areas the overall development of the deepening period. Policy evolution and system design process of balanced development of the compulsory education in China through analyzing after the founding of the PRC, provide historical basis and macro background knowledge for the balanced development of compulsory education in Chongqing city under the background of urban and rural areas.
The third part, understanding the theory of balanced development of compulsory education in China and the historical development of the urban and rural based, focusing on analysis of Chongqing urban and rural compulsory education equalization problem. Starting with the research on the evaluation index of the development from compulsory education, compulsory education balanced consideration determine dimensions. Through data analysis, reveals the Chongqing City compulsory education in urban and rural areas teachers, school grounds, unbalanced situation of investment in education and teaching resources, equipment and other aspects. In this regard, the compulsory education investment is insufficient, the financial system of the center of gravity low and the social structure of two yuan in urban and rural areas is the main reason causing the unbalanced development.
The fourth part discusses and expounds the path to achieve the balanced development of compulsory education in urban and rural areas of Chongqing city. Mainly includes: the reconstruction of the government responsibility system, the establishment of Chongqing city finance as the main funding at the meso level investment mechanism; establish the compensation mechanism of compulsory education in Chongqing city; to build and improve the balanced development of compulsory education of Chongqing local standards to promote social forces; Chongqing city to participate in the compulsory education; formulate and improve the balanced development of compulsory education of Chongqing Ordinance five measures.
