新世纪英国义务教育经费投入改革及其价值取向

【摘要】：进入21世纪以来,英国政府对义务教育投入进行了声势浩大的改革。这些改革举措主要有:引入学校专门拨款,废除部分具体拨款;引入中小学生补助金,加大对处境不利学生的投入;简化拨款程序,增强投入过程的透明性。这些具体改革举措背后都蕴含着政府对教育投入的价值取向。在不同历史时期,英国政府的价值倾向各有侧重,新世纪以来的投入改革更倾向于公平,但同时也兼顾效率。
[Abstract]:Since 21th century, the British government has carried out massive reforms to the investment in compulsory education. These reforms mainly include introducing special school grants, abolishing some specific allocations, introducing subsidies to primary and secondary school students, Increase investment in disadvantaged students; simplify funding procedures and increase transparency in the input process. These concrete reform initiatives all contain the value orientation of the government's investment in education. In different historical periods, The value tendency of the British government has its own emphasis, and the investment reform since the new century tends to be fair, but it also pays attention to efficiency.
