义务教育均衡发展视阈下农村特色学校建构研究

【摘要】:从2001年初开始,我国宣布实现“两基”之后,进入了提高教育质量的新阶段。如何满足人们不断增长的对优质教育以及平等的受教育机会的需求,成为义务教育面临的新问题。2005年开始,推动义务教育均衡发展成为教育改革的指导思想和工作方向。政府通过逐年增加教育经费投入,深化中小学教育改革,,使得义务教育的发展向均衡目标迈了一大步。如经济基础条件较好的农村中小学,在教育经费和硬件设施得到基本满足的基础上,已经摆脱过去办学难,缺生源的困境。但在贫困山区、中西部地区等地,农村教育发展依然举步维艰,改善甚微。随着发展个性教育、开展特色办学成为推动义务教育均衡发展的主导思想。中小学尤其农村学校在追求教育的特色化,满足学生的个性发展以及义务教育向高层次均衡方向发展的需求问题上,面临着比以往更大的挑战。学校的进一步发展成为目前新的“难点”。 本研究旨在通过分析城乡二元分割体制下农村教育发展的现状、困境的基础上,结合对教育均衡发展政策的解读,探究教育均衡的未来发展趋势,进而在理解特色理论、特色教育内涵的基础上,结合对农村特色学校典型个案的客观解析,探究义务教育发展视阈下农村教育的发展趋向。通过对义务教育均衡发展、农村教育以及农村学校多角度的分析,揭示农村学校在特色学校建构中自身存在的问题以及亟需解决的外部阻碍,提出农村义务教育特色学校建构的策略,探索适合农村中小学发展的特色之路。
[Abstract]:Since the beginning of 2001, our country has entered a new stage of improving the quality of education after announcing the realization of "two bases".How to meet the increasing demand for quality education and equal access to education has become a new problem for compulsory education. Since 2005, promoting the balanced development of compulsory education has become the guiding ideology and working direction of education reform.By increasing the expenditure on education year by year and deepening the reform of primary and secondary education, the government has taken a big step forward in the development of compulsory education towards the goal of balance.For example, the rural primary and middle schools with better economic base have got rid of the difficulties of running a school in the past and lack of students on the basis of the basic satisfaction of educational funds and hardware facilities.But in poor mountainous areas, central and western regions, rural education development is still struggling, little improvement.With the development of personality education, running schools with characteristics has become the leading idea to promote the balanced development of compulsory education.The primary and secondary schools, especially the rural schools, are facing more challenges than ever before in pursuing the characteristics of education and meeting the needs of the students' personality development and the development of compulsory education to a high level and balanced direction.The further development of the school has become a new difficulty.The purpose of this study is to explore the future development trend of education equilibrium through analyzing the current situation and predicament of rural education development under the dual urban-rural division system, combining with the interpretation of educational balanced development policy, and then understanding the theory of characteristics.Based on the connotation of characteristic education and the objective analysis of typical cases of rural characteristic schools, this paper probes into the development trend of rural education under the sight of the development of compulsory education.Through the analysis of the balanced development of compulsory education, rural education and rural schools, this paper reveals the problems existing in the construction of characteristic schools in rural areas and the external obstacles that need to be solved.This paper puts forward the strategy of constructing characteristic schools in rural compulsory education, and explores the characteristic ways suitable for the development of rural primary and secondary schools.
