成都市青白江区义务教育资源配置均衡性研究

【摘要】:当前,伴随着我国改革开放积累起来的经济基础,义务教育领域取得了明显成效,但也存在着教育资源失衡现象,这在某种程度上制约了我国教育现代化的发展进程。青白江区作为成都北部重要的双千亿产业新城,承担着四川经济发展的重任,教育在经济社会发展中的先导性、全局性和基础性作用更是尤显突出。笔者通过对青白江区在义务教育资源均衡配置方而的监测数据发现,青白江区对义务教育高度重视,也采取了一些均衡配置资源的思路和措施,但也存在一些结构上的失衡或困境,急需破解和提升。本文所探讨的青白江区教育资源均衡配置问题,作为我国广大基层义务教育资源配置的一个缩影,具有一定的典型和普遍意义。因此,本文借助一些具体数据,通过统计学上的差异系数,在对成都市青白江区教育资源配置不够均衡的现状、成因进行分析的基础上,提出了相应的均衡提升对策,希望对我国其它地区推进义务教育资源均衡配置具有一定的启示意义,笔者也乐见本文能够对我国义务教育资源均衡发展、实现全国范围内的教育公平有所助力。本文从青白江区义务教育资源配置现状着手,通过采集大量数据,对青白江区义务教育资源配置失衡的原因进行分析,并借鉴国外相关经验,提出均衡配置教育资源的对策建议。内容包括:一是评述了国内外研究现状,介绍了本文的研究内容、研究方法、研究思路以及创新与不足之处;二是对义务教育资源均衡配置的相关概念、重要意义、价值取向、理论基础等进行了界定并分析;三是借助监测数据和统计方法,评述了青白江区义务教育资源配置的现状,重点对其中存在的失衡现象进行了描述和分析;四是对青白江区义务教育资源配置失衡原因进行了分析,提出了实现青白江区义务教育资源配置均等化的对策建议,主要包括加大政府教育投入,建立经费投入保障机制;强化教育系统行为,实现资源共享;关注弱势群体,促进群体间均衡;完善评估机制,激活发展潜力等,以此促进青白江区义务教育资源配置更加均衡与科学发展。
[Abstract]:At present, with the accumulated economic base of reform and opening up, the field of compulsory education has achieved obvious results, but there is also an imbalance of educational resources, which to some extent restricts the development of education modernization in our country. As an important double-hundred billion industrial new city in the north of Chengdu, Qingbaijiang District bears the important task of Sichuan's economic development, especially the leading, overall and fundamental role of education in the economic and social development. Based on the monitoring data of the balanced allocation of compulsory education resources in Qingbaijiang District, the author found that Qingbaijiang District attached great importance to compulsory education and adopted some ideas and measures for balanced allocation of resources. But there are also some structural imbalances or dilemmas that urgently need to be solved and promoted. The problem of balanced allocation of educational resources in Qingbaijiang district discussed in this paper, as a microcosm of the resources allocation of compulsory education at the grass-roots level in our country, has a certain typical and universal significance. Therefore, with the help of some specific data and statistical difference coefficient, based on the analysis of the present situation and causes of the unbalanced allocation of educational resources in Qingbaijiang District, Chengdu, this paper puts forward the corresponding balanced promotion countermeasures. Hope to promote the balanced allocation of compulsory education resources in other areas of our country has some enlightening significance, and the author is also glad to see that this article can be helpful to the balanced development of compulsory education resources in our country and the realization of educational equity in the whole country. Starting from the present situation of compulsory education resources allocation in Qingbaijiang district, this paper analyzes the reasons for the imbalance of compulsory education resources allocation in Qingbaijiang district by collecting a large number of data, and draws lessons from the relevant experience of foreign countries. The countermeasures and suggestions of balanced allocation of educational resources are put forward. The main contents are as follows: first, the research status at home and abroad is reviewed, and the research contents, research methods, research ideas, innovations and shortcomings are introduced. Secondly, the concept, significance, value orientation and theoretical basis of balanced allocation of compulsory education resources are defined and analyzed. Thirdly, with the help of monitoring data and statistical methods, this paper comments on the present situation of compulsory education resources allocation in Qingbaijiang District, focusing on the description and analysis of the imbalance among them. Fourthly, this paper analyzes the reasons for the imbalance of compulsory education resources allocation in Qingbaijiang district, and puts forward the countermeasures and suggestions to realize the equalization of compulsory education resources allocation in Qingbaijiang district, which mainly includes increasing the government's education input and establishing the guarantee mechanism of funds input; Strengthen the behavior of education system, realize the sharing of resources, pay attention to the vulnerable groups, promote the balance among groups, perfect the evaluation mechanism, activate the development potential and so on, so as to promote the more balanced and scientific development of compulsory education resources allocation in Qingbaijiang district.
