【摘要】："县管校聘"是我国义务教育教师管理体制机制改革的重要探索。山东省潍坊市作为试点地区,对政策实施做出了有益贡献,但仍存在教师及学校对政策的认同程度存在差异、教育行政部门工作协调困难、配套保障机制缺失等突出问题。"县管校聘"政策的进一步推进,亟待建构政府部门协调机制、完善教师工资福利保障机制、提高政策的可操作性、促进城乡教育一体化发展。
[Abstract]:"County management school recruitment" is an important exploration of the reform of compulsory education teacher management system in China. Weifang City of Shandong Province, as a pilot area, has made a beneficial contribution to the implementation of the policy. However, there are still some outstanding problems, such as teachers and schools' identity to the policy, difficulties in coordinating the work of educational administrative departments, lack of supporting guarantee mechanism, and the further promotion of the policy of "county management and school recruitment". It is urgent to construct the coordination mechanism of government departments, perfect the guarantee mechanism of teachers' salary and welfare, improve the maneuverability of policies, and promote the integration of urban and rural education.
