从“拯救社区学校”运动探析美国公立教育改革现状

【摘要】：2009~2010年,美国中西部地区堪萨斯州劳伦斯市四所小学因当地学区财政赤字问题面临被关闭的危机,这引发了在当地轰动一时的"拯救社区学校"运动。由于美国教育机制的社会性强、信息开放程度高、民众的公民参与意识强、有效的跨族裔群体沟通和矛盾管理策略的运用,以及组织者的个人素养,学区财政赤字问题最终得到解决,四所小学也得以保留下来。这个案例证明,充分的教育经费对美国公立学校教育的持续发展起着至关重要的保障作用。特朗普政府推行的"奖学金税收抵免"政策,因其忽视美国各地学区的差异性,并在实质上削减了对美国公立学校的教育经费投入而具有先天的缺陷,因而将难以顺利推行下去。
[Abstract]:From 2009 to 2010, four primary schools in Lawrence, Kansas, in the Midwest of the United States, faced with the crisis of closure due to the local school district budget deficit. This triggered the "Save the Community School" movement, which was a local sensation. Because of the social nature of American educational mechanism, the high degree of information openness, and the citizen's sense of participation, there is a strong sense of civic participation in the United States. The use of effective cross-ethnic communication and conflict management strategies, as well as organisers' personal literacy, school district budget deficits were eventually resolved, and four primary schools were preserved, the case shows. Adequate funding for education is crucial to the sustainability of public education in the United States. The Trump administration's "scholarship tax credit" policy ignores the differences in school districts across the country. It has inherent defects and will be difficult to carry out smoothly because it has substantially reduced the expenditure on education in public schools in the United States.
