乡镇中心校的职能、困境及出路

【摘要】:乡镇中心校的"规定职能"侧重于教育教学指导,但政府"一刀切"的改革措施却加剧了乡镇教育管理的复杂性。乡镇中心校在担负"规定职能"的同时,不得不履行部分行政和服务等"附加职能"。在现有乡镇教育管理体制下,乡镇中心校面临着地方政府管理缺位、自身权责不对等、人员臃肿、经费短缺等困境。乡镇中心校的改革出路在于:一是适当下移县级教育管理权,推动乡镇中心校机构独立;二是积极探索灵活多样的乡镇教育管理模式;三是努力发挥乡镇中心校的指导作用,科学规划乡镇教育发展的布局。
[Abstract]:The "prescribed function" of the township central school focuses on the guidance of education and teaching, but the government's "one-size-fits-all" reform measures aggravate the complexity of the township education management. Under the existing township education management system, township central schools are faced with the absence of local government management, their own powers and responsibilities are not equal, and their personnel are bloated. The way out for the reform of township central schools lies in the following aspects: one is to move down the right of educational management at the county level properly, and the other is to promote the independence of township central school institutions, and actively explore the flexible and diverse mode of education management in villages and towns. Third, make great efforts to play the guiding role of township central schools, and scientifically plan the layout of township education development.
