义务教育学区制改革:制度逻辑、实践困境及优化路径

【摘要】:学区制是政府促进义务教育区域内优质均衡,推进基本公共教育服务均等化的重要制度设计与现实选择。有别于英美"学区制"以"自治"为核心的制度变迁逻辑,我国学区制受到行政管控逻辑的支配,呈现出鲜明的"自上而下"的路径依赖特征,不可避免地导致学区自主发展能力弱化,改革内生动力严重不足,从而使学区制改革陷入低效的"纳什均衡"状态。为此,回归学区制"自治"内核成为优化学区制改革最佳路径,在组织管理模式上实现从"管理"到"治理"的转型,在制度变革方式上由"行政驱动"向"自主变革"转变,最终形成"自治""主动""内生""开放"的自组织形态。
[Abstract]:The school district system is an important system design and practical choice for the government to promote the quality balance in the compulsory education area and to promote the equalization of basic public education services, which is different from the institutional change logic of the "school district system" in the United States and the United States, which takes "autonomy" as the core. The school district system in our country is dominated by the logic of administrative control and control, which shows the characteristic of "top-down" path dependence, which inevitably leads to the weakening of the independent development ability of the school district and the serious shortage of the endogenous motive force of the reform. As a result, the reform of the school district system falls into an inefficient "Nash equilibrium" state. Therefore, returning to the core of "autonomy" of the school district system becomes the best way to optimize the reform of the school district system, and the transformation from "management" to "governance" is realized in the organizational management mode. From "administrative drive" to "independent change" in the way of system reform, the self-organization form of "autonomy", "initiative", "endogenous" and "openness" is finally formed.
