脱贫攻坚:连片特困县义务教育均衡发展的困境突破

【摘要】:自1986年《中华人民共和国义务教育法》公布实施九年义务教育制度起,我国义务教育发展已历经从基本普及、全面普及、初步均衡到基本均衡的战略转移。截至2016年底,全国实现义务教育发展基本均衡的县(市、区)占全国总数的62.4%,义务教育均衡发展有序推进,但从整体上看,连片特困县义务教育均衡发展呈现出推进速度慢、稳定程度差和均衡水平低等制约瓶颈,脱贫攻坚通过促进经济社会全面发展、改善薄弱学校办学条件、保障义务教育经费投入、提升乡村教师队伍素质、创新义务教育发展机制等,为突破连片特困县义务教育均衡发展困境带来了机遇与助力。
[Abstract]:Since the publication of the compulsory Education Law of the people's Republic of China in 1986 and the implementation of the nine-year compulsory education system, the development of compulsory education in China has undergone a strategic shift from basic popularization, comprehensive popularization, preliminary equilibrium to basic equilibrium.By the end of 2016, the counties (cities and districts) that had basically balanced the development of compulsory education in the whole country accounted for 62.4 percent of the total national total. The balanced development of compulsory education was advancing in an orderly manner, but on the whole, the balanced development of compulsory education in the counties with special difficulties showed a slow speed.The bottleneck of poor stability and low equilibrium is to overcome poverty by promoting the overall economic and social development, improving the running conditions of weak schools, ensuring the investment of compulsory education funds, and improving the quality of rural teachers.Innovating the development mechanism of compulsory education has brought opportunity and help to break through the predicament of balanced development of compulsory education in counties with special difficulties.
