“特岗”教师政策效果分析——教师队伍与教育公平的视角

【摘要】：2006年我国中央政府启动实施了农村义务教育阶段教师特设岗位计划,创新了农村教师的补充机制。基于2004—2013年我国大陆省级行政单位的面板数据,从城乡差异的视角描述了教师队伍结构的时间变化趋势,并利用固定效应模型分析了"特岗"教师政策对于改善教师队伍结构和促进教育公平方面的作用,以及其发展现状与政策预期之间存在的差距。研究发现,"特岗"教师政策在解决农村师资总量不足、结构不合理等方面的问题时起到的作用有限。建议"特岗计划"在精准测算教师供给方机会成本和教师需求方地方财力的基础上,调整配套政策方案,构建可持续的农村地区义务教育阶段教师队伍补充机制,从而更好地促进教育公平发展。
[Abstract]:In 2006, the central government initiated the implementation of the rural compulsory education stage teachers special post plan, innovating the supplementary mechanism of rural teachers. Based on the panel data of provincial administrative units in mainland China from 2004 to 2013, this paper describes the temporal trend of teachers' structure from the perspective of urban and rural differences. The fixed effect model is used to analyze the role of the "special post" teacher policy in improving the structure of teachers and promoting the educational equity, and the gap between the present situation and the policy expectation. It is found that the "special post" teacher policy plays a limited role in solving the problems of insufficient teachers and unreasonable structure in rural areas. On the basis of accurate calculation of the opportunity cost of teachers' supply side and local financial resources on the demand side of teachers, the "special post plan" should adjust the supporting policies and programs, and construct a sustainable supplementary mechanism for teachers in compulsory education in rural areas. In order to better promote the equitable development of education.
