成都市农民工随迁子女学校教育中存在的问题及对策

【摘要】:随着改革开放的深入和城市化水平的不断提高,走进城市这个大家庭的农村人口不断增多。在城市发展水平较高的经济、资源丰富、健全的基础设施、优质的公共服务等优越条件的驱使下,农村人口向城市的迁移开始呈现家庭化迁移的趋势,这带来的一个后果就是城市中农民工随迁子女越来越多,保障农民工随迁子女的教育机会和教育权益就显得尤为必要。自1996年农民工随迁子女教育方面的相关问题进入政策视野,我国政府做了相应的工作安排,制定并执行了一系列相关政策,一定程度保障了农民工随迁子女的教育权益,但是,在实践中还存在一些细节性的问题亟需改善。为了弄清楚成都市农民工随迁子女学校教育现状,笔者对成都市的部分学校进行了实地调查,发现成都市农民工随迁子女在接受教育过程中仍存在不公平等需要改善的地方,因此,本文主要研究目的就是提出完善农民工随迁子女在接受教育过程中存在的这些不足之处的可行性建议,以期更好地保障农民工随迁子女的教育权益。本文首先归纳分析了农民工随迁子女教育方面的相关研究成果和我国及成都市近年来的农民工随迁子女教育方面的相关政策,以了解农民工随迁子女教育的研究现状及政策现状。其次,采用问卷调查的方法,对成都市部分学校的农民工及其随迁子女进行调查,通过对调查数据和相关政策的分析,在了解成都市农民工随迁子女迁移、就读、学校内交往等三个方面现状的基础上,发现成都市农民工随迁子女在接受教育过程中存在的具体问题,主要包括相应政策体系不健全、教育不公平、心理问题严重、城市融入困难等。最后,采用利益分析的方法,对农民工随迁子女学校教育所涉及的政府、农民工及其随迁子女、本地居民及其子女、学校等利益主体的利益诉求进行了分析,梳理了这些相关利益主体之间的利益关系,论述了相关利益主体之间的利益冲突及其对农民工随迁子女学校教育的影响,在此基础上,提出通过利益优化来解决农民工随迁子女学校教育中存在的不公平等问题,具体措施主要包括优化政府利益以提高政策执行力、优化相关利益主体的利益以减少政策执行的阻碍因素、消除农民工随迁子女心理障碍、将农民工及其随迁子女纳入城市发展规划之中等,以期更好地保障农民工随迁子女在城市中平等接受教育的权益。
[Abstract]:With the deepening of reform and opening up and the continuous improvement of urbanization level, the number of rural people entering the big city family is increasing. Driven by the relatively high level of urban development, rich resources, sound infrastructure, high-quality public services and other favorable conditions, the migration of rural people to the city began to show the trend of family migration. One consequence of this is that more and more children of migrant workers are moving in cities, so it is particularly necessary to protect the educational opportunities and educational rights of migrant workers' children. Since 1996, when the education of migrant workers' children with emigration came into the policy field of view, our government has made corresponding working arrangements, formulated and implemented a series of related policies, to a certain extent, it has guaranteed the educational rights and interests of migrant workers' children with emigration, but, In practice, there are still some detailed problems that need to be improved. In order to find out the present situation of the school education of migrant workers' children with emigration in Chengdu, the author has carried out a field investigation on some schools in Chengdu, and found that there are still some unfairness places to be improved in the process of receiving education for the children of migrant workers in Chengdu. Therefore, the main purpose of this paper is to put forward some feasible suggestions to improve the shortcomings of migrant workers' children in the process of receiving education, in order to better protect the educational rights and interests of migrant workers' children. This paper first summarizes and analyzes the relevant research results on the education of migrant workers' children with emigration and the relevant policies in China and Chengdu in recent years on the education of migrant workers' children with emigration. In order to understand the status quo of migrant workers' children's education and policy status. Secondly, by using the method of questionnaire, this paper investigates the migrant workers and their accompanying children in some schools in Chengdu. Through the analysis of the survey data and the relevant policies, we can find out that migrant workers in Chengdu migrate and study with their children. On the basis of the present situation in three aspects of school communication, it is found that the specific problems existing in the process of receiving education for the children of migrant workers in Chengdu, mainly include the unsound policy system, unfair education and serious psychological problems. Difficulties in integrating the city, etc. Finally, by using the method of interest analysis, this paper analyzes the interests of the government, migrant workers and their children, local residents and their children, schools and other stakeholders involved in the school education of migrant workers' children. This paper combs the interest relations among the relevant stakeholders, discusses the conflict of interest among the relevant stakeholders and its influence on the school education of migrant workers' children, and on this basis, This paper proposes to solve the problems of unfairness in the school education of children of migrant workers by optimizing their interests. The specific measures include optimizing the interests of the government in order to improve the execution of policies. Optimize the interests of relevant stakeholders to reduce the obstacles to the implementation of the policy, remove the psychological barriers of migrant workers' children, and bring migrant workers and their children into the urban development plan, etc. In order to better protect the migrant workers with the children in the city equal access to education rights.
