我国政府配置义务教育资源系统性的优化研究

【摘要】:教育兴则国兴,教育强则国强。义务教育是教育发展中的重中之重,既是国计,又是民生,从建国以来我国政府一直都高度重视义务教育的发展。通过中央政府到地方政府长时间的义务教育资源统筹配置努力,我国城乡之间、地区之间的义务教育资源在数量差距上实现了有效缩小。但是,从长远来看,由于我国政府在配置义务教育资源方面的有限性,义务教育资源配置不公平问题不能简单靠“数量”投入解决,应追求更高的配置质量与配置效率。基于此,对于政府配置义务教育资源的系统性问题是未来义务教育发展重要解决的问题。本文从公共管理学的研究视角出发,以推动我国义务教育事业发展为目标,围绕义务教育资源配置中的各种理论问题,认真学习教育学、经济学、政治学等学科的思想和知识,通过文献研究、实地调查等方法,对我国政府配置义务教育资源系统性问题进行了深入的理论和实践探索。论文总共分为七章,按照“发现问题-分析问题-形成假设-论证假设”的逻辑思路,具体从以下方面开展研究。首先,根据义务教育资源配置系统性相关理论体系,构建起我国政府配置义务教育资源系统性的应然指标,具体包括政府配置义务教育资源的“内容”、“方式”、“状态”三大指标,本文在这套指标体系的指导下进行了我国政府配置义务教育资源系统性的实然分析,通过应实然的对比分析,发现我国政府配置义务教育资源系统性存在着内容片面、方式孤立、状态静止问题。然后,本文以提升我国政府配置义务教育的效率和质量为目标,在问题分析的基础上,确定起我国政府配置义务教育资源系统性的优化因素,既以资源内容全面配置为基础前提,资源共享配置为有效方式,资源动态配置为有力保障,并建立起有关优化的政策支撑和监督管理,形成政府配置义务教育资源系统性的整体优化思路。最后,在优化思路的指导下,本文对我国政府配置义务教育资源系统性的优化因素进行了逐一具体优化,包括政府配置义务教育资源系统性的全面优化、共享优化、动态优化。具体从优化原因出发,提出优化措施,并对所提出的优化措施进行逻辑推演的合理性和进步性论证,以保证最终优化结果的意义与价值。
[Abstract]:Education flourishes the country, and education strengthens the country. Compulsory education is the most important in the development of education. It is not only the national plan but also the people's livelihood. Since the founding of the people's Republic of China, our government has attached great importance to the development of compulsory education. Through the efforts of the central government to local governments to coordinate the allocation of compulsory education resources over a long period of time, the gap in the number of compulsory education resources between urban and rural areas and regions in China has been effectively narrowed. However, in the long run, due to the limited allocation of compulsory education resources by our government, the problem of unfair allocation of compulsory education resources cannot simply be solved by "quantity" input, and higher allocation quality and efficiency should be pursued. Based on this, the systematic problem of government allocation of compulsory education resources is an important problem to solve in the future development of compulsory education. From the perspective of public management, this paper aims at promoting the development of compulsory education in China, and studies the ideas and knowledge of pedagogy, economics, political science and other disciplines around various theoretical problems in the allocation of compulsory education resources. Through literature research, field investigation and other methods, this paper makes a deep theoretical and practical exploration on the systematic problem of the allocation of compulsory education resources by our government. The thesis is divided into seven chapters. According to the logic thinking of "discovering problem-analyzing problem-forming hypothesis-demonstration hypothesis", the research is carried out from the following aspects. First of all, according to the relevant theory system of compulsory education resources allocation system, we construct the necessary indicators of our government to allocate compulsory education resources systemically, including the "contents" and "ways" of government allocation of compulsory education resources. Under the guidance of this index system, this paper makes a systematic analysis of the government's allocation of compulsory education resources. It is found that the systematic allocation of compulsory education resources in our country has the problems of one-sided content, isolated mode and static state. Then, with the aim of improving the efficiency and quality of compulsory education allocation by our government, on the basis of the analysis of the problems, this paper determines the systematic optimization factors of the allocation of compulsory education resources by our government. Based on the comprehensive allocation of resources, the sharing of resources is an effective way, and the dynamic allocation of resources is a strong guarantee, and the policy support, supervision and management of optimization are established. Form the government allocation of compulsory education resources systematic overall optimization ideas. Finally, under the guidance of the optimization idea, this paper makes a specific optimization one by one for the government to allocate the compulsory education resources systemically, including the overall optimization, the sharing optimization and the dynamic optimization of the government allocation of compulsory education resources. In order to ensure the significance and value of the final optimization results, the optimization measures are put forward from the reasons of optimization, and the rationality and the progressive reasoning of the proposed optimization measures are demonstrated.
