云南省景洪市边境沿线学校义务教育阶段外籍学生就读现状研究

【摘要】:我国陆地边境线全长约2.2万公里,与15个国家接壤。随着我国改革开放的深入和综合国力的不断增强,学习中国文化、发展同中国的经贸合作与交流已经成为外国人的一种潮流。在这种背景下,到中国境内读书、接受中国文化的外籍学生越来越多,特别是与我国边境沿线少数民族文化同根同源的邻国边境,外国籍学生到我国就读接受义务教育的情况较为普遍。西双版纳州景洪市地处祖国西南边境,与缅甸接壤,由于民族同宗、文化同源,缅甸籍学生到景洪市边境沿线中小学就读已经形成规模,而且这种趋势呈上升状态。笔者对景洪市招收和培养外籍学生的现状进行了调研,掌握了景洪市学校义务教育阶段外籍中小学生就读的基本状况。本研究主要分为四个部分。第一章为绪论,主要内容是研究缘由、研究目的意义、研究现状、研究对象的选择、研究方法及过程;第二章为相关概念界定和理论依据;第三章介绍景洪市边境沿线学校义务教育阶段外籍学生就读的基本现状,主要介绍了景洪市的社会经济发展的基本概况、义务教育发展概况、缅甸与景洪相邻边境沿线教育发展概况,同时对有关数据进行了分析;第四章是问题分析及建议,主要查分析目前景洪市边境沿线学校义务教育阶段在招收和培养外籍学生上存在的问题、矛盾,并结合实际提出了相应的建议与对策。本研究的主要观点和结论如下:通过调查研究,笔者对调研的第一手材料及数据进行汇总分析后,发现我国在招收和培养外籍中小学生随班就读的政策配套、经费投入、教师培训等方面存在许多问题。针对存在问题,笔者建议我国边境沿线义务教育学校招收和培养外籍学生随班就读要着力解决“进得来”、“留得住”、“学得好”三大问题。解决“进得来”问题的关键在于制定和完善边境沿线义务教育学校招收和培养外籍学生的系列配套政策,主要是学籍管理、招生、教育惠民、毕业与升学等政策;解决“留得住”问题的关键在于加大投入,合理规划校点布局,推进教育信息化建设,实现学校标准化建设;解决“学得好”问题的关键在于加强教师培训,积极开展双语教学,夯实管理基础,全面提高边境沿线义务教育学校教育教学质量。
[Abstract]:China's land border is about 22000 kilometers long, bordering 15 countries. With the deepening of China's reform and opening up and the continuous enhancement of comprehensive national strength, it has become a trend for foreigners to study Chinese culture and develop economic and trade cooperation and exchanges with China. Against this background, more and more foreign students are studying in China and receiving Chinese culture, especially on the borders of neighboring countries where the culture of the ethnic minorities along our borders is the same as that of the neighboring countries. It is common for foreign students to attend compulsory education in China. Jinghong City of Xishuangbanna is located on the southwestern border of the motherland and borders with Myanmar. Due to the same ethnic and cultural origin, Myanmar students have formed a scale of studying in primary and secondary schools along the border of Jinghong City, and this trend is on the rise. The author investigates the present situation of recruiting and training foreign students in Jinghong City, and grasps the basic situation of foreign primary and middle school students in compulsory education in Jinghong City. This research is divided into four parts. The first chapter is the introduction, the main content is the research reason, the research purpose significance, the research present situation, the research object choice, the research method and the process, the second chapter is the related concept definition and the theory basis; The third chapter introduces the basic situation of foreign students attending compulsory education in schools along the border in Jinghong City, mainly introduces the basic situation of social and economic development and the development of compulsory education in Jinghong City. An overview of the development of education along the border between Myanmar and Jinghong, and an analysis of the relevant data. Chapter four is an analysis of the problems and suggestions. This paper mainly analyzes the problems and contradictions existing in recruiting and training foreign students in compulsory education in schools along the border in Jinghong City at present, and puts forward corresponding suggestions and countermeasures combined with the actual situation. The main viewpoints and conclusions of this study are as follows: through investigation and research, the author collects and analyzes the first-hand materials and data of the investigation, and finds out that the policy and investment in recruiting and training foreign primary and middle school students to study in the same class in our country. There are many problems in teacher training. In view of the existing problems, the author suggests that in order to recruit and train foreign students in compulsory education schools along the border, we should focus on solving the three major problems of "getting in", "staying in" and "learning well". The key to solve the problem of "getting in" lies in formulating and perfecting a series of supporting policies for compulsory education schools along the border to recruit and train foreign students, such as student status management, enrollment, education for the benefit of the people, graduation and further education. The key to solve the problem of "being able to stay" lies in increasing investment, rationally planning the layout of school sites, promoting the construction of educational informatization and realizing the construction of school standardization, and the key to solving the problem of "learning well" lies in strengthening teacher training. We should actively develop bilingual teaching, consolidate the foundation of management, and improve the quality of compulsory education in schools along the border.
