社会主体有效参与的爱尔兰现代学徒制的嬗变与启示

【摘要】:爱尔兰现代学徒制经历了融入欧盟背景下的标准本位学徒制的建立和后金融危机时期能力本位学徒制的建立这两次重大变革。在此过程中,爱尔兰通过设立一系列社会中介组织并逐步完善其运行职能,不断加强行业、企业等社会主体在学徒培养中的参与力度,充分发挥行业、企业等社会主体在学徒培养质量保障中的作用,使行业、企业等社会主体成为学徒培养的标准设定主体、培训主体、治理主体和评价主体,完成了学徒制从"传统计时制—标准本位—能力本位"的转变。爱尔兰不断完善学徒制法律体系、加强社会中介组织建设、建立社会主体参与的质量保障机制的改革经验,对我国现代学徒制建设具有重要的启示。
[Abstract]:The modern Irish apprenticeship has undergone two major changes in the establishment of the standard standard apprenticeship under the European Union and the establishment of the apprenticeship in the post financial crisis. In this process, Ireland has set up a series of social intermediary organizations and gradually perfected its operation function, and continued to strengthen the social subjects such as industry, enterprise and so on. In the apprenticeship training, the role of the social subjects such as industry and enterprise in apprenticeship training is fully played, and the social subjects such as industry and enterprise become the standard setting body of apprenticeship training, the main body of training, the subject of governance and the subject of evaluation, and the apprenticeship has completed the apprenticeship system from "traditional time system standard standard to ability standard" The reform of the legal system of the apprenticeship system, the construction of social intermediary organizations and the establishment of the quality guarantee mechanism for the participation of the social subjects are of great enlightenment to the construction of the modern apprenticeship system in China.
