温州市外来务工随迁子女义务教育积分制研究

【摘要】:“十三五”时期,我国明确提出了要适应户籍制度改革要求,推动建立以居住证为主要依据的随迁子女入学政策,有序扩大城镇学位供给,保障符合条件的随迁子女都能以公办学校为主入学或政府购买服务的民办学校就学。温州市积分入学政策的推广和实施,是对外来务工随迁子女义务教育改革的新尝试和思路,是打破户籍制度壁垒的一种新突破。本文主要运用文献分析法、理论——实证分析法、问卷调查法及访谈法对温州市外来务工随迁子女义务教育积分制进行研究。文章主要从以下三方面着手:一是对积分制入学政策的理论论证,通过基本公共服务均等化理论论证义务教育作为基本公共服务其推行均等化的必要性,运用罗尔斯的福利经济学论证积分入学政策的推行能够提高社会的整体社会福利水平,通过责任制政府等理论论证政府必须承担推行积分入学政策的责任,为积分入学政策的科学性和适用性提供了理论基础。二是论证积分制入学政策推行的现实基础,通过问卷和访谈的方式对温州市外来务工随迁子女的教育现状进行调查,以数据调查证明外来务工随迁子女主要面临着入学难、民办学校教学质量低、同城待遇无法从根本上促进教育公平等现状。证明了温州市需要积分入学来打破原有义务教育的困境,为温州市推行积分入学政策的必要性提供了现实基础。三是对积分入学政策的研究,从国家积分制相关政策入手,了解各地方政府实施积分制的有效经验,为完善温州市积分制政策优化提供宝贵经验。同时,通过分析温州市积分入学政策的新举措,得出积分制入学不再与计划生育挂钩、注重技术水平和科技创新能力、强调合法性和稳定性是温州市积分入学新政策的亮点。研究发现,温州市积分制入学政策执行中仍旧具有办理手续繁杂、政策缺乏普惠性、管理部门和区域之间缺乏联动机制、教育资源供需不平衡等问题。针对以上问题,结合理论研究、政策借鉴和现实基础三方面,本文提出了温州市积分制的优化与设计。首先,以公平公正和推进社会基本公共服务均等化作为积分制设计的顶层目标。其次应当通过实现公平预设目标人群、建全积分入学积分指标体系、建立信息透明机制、简化申请入学手续、增加教育财政投入、推进积分入学服务均等化等分目标来实现积分制在政策设计和政策执行的优化,从而为完善温州市或类似温州地区外来务工随迁子女义务教育积分制的发展提供借鉴和指导。
[Abstract]:During the 13th Five-Year Plan period, China clearly proposed to adapt to the requirements of the reform of the household registration system, to promote the establishment of a policy of enrollment of children with emigration based mainly on residence permits, and to expand the supply of degrees in cities and towns in an orderly manner. To ensure that eligible children can be enrolled in public schools or government-purchased private schools. The promotion and implementation of the integral entrance policy in Wenzhou is a new attempt and train of thought in the reform of compulsory education for migrant workers and their children, as well as a new breakthrough in breaking the barriers to the household registration system. This article mainly uses the literature analysis method, the theory-empirical analysis method, the questionnaire survey method and the interview method to carry on the research to the compulsory education integral system of the migrant children in Wenzhou. The article mainly starts from the following three aspects: first, the theoretical argument of the entrance policy of the integral system, and the necessity of implementing equalization of compulsory education as the basic public service through the theory of equalization of basic public services. Using Rawls' welfare economics to prove that the implementation of the integral entrance policy can improve the social welfare level of the whole society, and to demonstrate that the government must bear the responsibility of carrying out the integral entrance policy through the theory of responsibility system government and so on. It provides a theoretical basis for the scientific nature and applicability of the admission policy. The second is to demonstrate the practical basis of the implementation of the point system of admission policy, through questionnaires and interviews to investigate the status quo of migrant children education in Wenzhou, with data survey to prove that migrant workers with the children are mainly faced with difficulties in entering school. The teaching quality of the private schools is low, and the treatment in the same city can not fundamentally promote the education fairness and so on. It is proved that Wenzhou needs integral entrance to break the predicament of compulsory education, which provides a realistic basis for Wenzhou to carry out the policy of integral entrance. The third is to study the point entrance policy, starting with the relevant policies of the national point system, to understand the effective experience of the local governments in implementing the point system, and to provide valuable experience for the improvement of the policy optimization of the point system in Wenzhou. At the same time, through the analysis of the new measures of the integral entrance policy in Wenzhou, it is concluded that the entrance system of the integral system is no longer linked to family planning, and the emphasis is on the technical level and the ability to innovate in science and technology. The emphasis on legitimacy and stability is the highlight of the new policy of integral admission in Wenzhou. It is found that there are still many problems in the implementation of the admission policy in Wenzhou, such as complicated procedures, lack of inclusive policies, lack of linkage mechanism between management departments and regions, imbalance between supply and demand of educational resources, and so on. In view of the above problems, this paper puts forward the optimization and design of the integral system in Wenzhou City, combining with the theoretical research, the policy reference and the practical basis. Firstly, the top goal of the design of the integral system is to promote the equalization of social basic public services. Secondly, we should set up an index system of integral entrance points, establish a transparent information mechanism, simplify the procedures of applying for admission, and increase financial investment in education by realizing fair and preset target population. In order to improve the development of compulsory education system of migrant workers in Wenzhou or similar Wenzhou area, we can realize the optimization of the policy design and policy implementation by promoting the equalization goal of the integral entrance service.
