扬州市义务教育阶段教师轮岗交流政策执行研究

【摘要】:“教师配置更加合理”是国家深入推进义务教育均衡发展的基本目标。教师轮岗交流政策是优化师资配置的一项重要举措,教师轮岗交流不仅使得教师配置更加合理,还促进了教师专业素质的提高。2010年以来,扬州市启动义务教育学校教师轮岗交流工作,各县(市、区)均制定了相应的实施方案和办法,教师轮岗交流工作取得初步成效并基本实现制度化和常态化。作为一项新政,扬州地区教师轮岗交流政策经过几年实践,政策执行存在诸多困境。首先,在政策制定上存在机械性,缺乏系统性、统一性,政策长效机制难以持续,整体交流氛围没有形成;其次,在执行主体上存在政府部门协作不力、学校校长责任不明、监督管理措施偏软不利因素,执行效能亟待提高;第三,从目标群体角度,少数教师大局意识不强、专业水平参差不齐,加之交流带来的家庭实际困难增加,导致教师对交流存在负面情绪;第四,从环境因素看,城乡硬软件设施存在的差距、区域地理差异带来的家庭等实际困难和社会固有偏见,形成了政策执行的客观阻力。在充分调查、分析和研究政策执行困境的基础上,本文针对性地提出了破解对策:一是通过明确政策导向、打破本位观念、部门协作统筹等措施进一步优化和完善政策的系统性;二是通过明确行政主导权责、建立市级领导小组、落实校长职责责任、强化工作监督问责等措施进一步提高执行主体的执行能力;三是通过深入宣传教育、加强业务培训、重视调研反馈等措施解决教师队伍的思想、素质、实际困难等阻力;四是通过出台统一政策、健全保障体系、注重基础投入等措施进一步营造良好的政策执行环境。本文借鉴史密斯政府执行研究过程模型和公共政策执行相关理论,对扬州地区教师轮岗交流政策及其执行主体、目标群体、环境等各因素的研究分析,找准和剖析了政策执行困境的主要原因,针对性地提出了破解对策,对扬州地区教师轮岗交流政策的进一步完善,对教师轮岗交流制度的常态化、长期化,对轮岗交流政策执行效能的提升将起到推进作用。
[Abstract]:More reasonable allocation of teachers is the basic goal of promoting the balanced development of compulsory education. The exchange policy of teachers' rotation is an important measure to optimize the allocation of teachers. It not only makes the allocation of teachers more reasonable, but also promotes the improvement of teachers' professional quality. Yangzhou City started the exchange of teachers' posts in compulsory education schools. All counties (cities and districts) have formulated corresponding implementation plans and measures. The exchange of teachers' posts has achieved initial results and has basically been institutionalized and regularized. As a new policy, there are many difficulties in the implementation of Yangzhou teachers' post exchange policy after several years of practice. First of all, there are mechanical, lack of systematization and unity in policy formulation, the long-effect policy mechanism is not sustainable, and the overall atmosphere of communication has not formed; secondly, there is a lack of coordination between government departments and school principals on the executive body, and the responsibility of school principals is not clear. Third, from the perspective of the target group, a small number of teachers are not aware of the overall situation, the professional level is not uniform, coupled with the increase of the actual family difficulties caused by communication. It leads teachers to have negative emotions on communication. Fourthly, from the perspective of environmental factors, the gap between hardware and software facilities in urban and rural areas, the actual difficulties and inherent social prejudices brought about by regional geographical differences have formed the objective resistance to the implementation of policies. On the basis of full investigation, analysis and study of the dilemma of policy implementation, this paper puts forward countermeasures to solve the problem: first, by clarifying the policy direction, breaking the standard concept, Measures such as departmental coordination, and other measures to further optimize and improve the systematization of the policy; second, by clarifying the executive-led powers and responsibilities, establishing municipal leading groups, and carrying out the principal's responsibilities and responsibilities, Strengthening work supervision, accountability and other measures to further improve the executive ability of the main body; third, through in-depth publicity and education, strengthen professional training, pay attention to research and feedback and other measures to solve the ideological, quality, practical difficulties and other obstacles; Fourth, through the introduction of unified policies, sound security system, attention to basic investment and other measures to further create a good policy implementation environment. Based on the research process model of Smith government and the theory of public policy implementation, this paper analyzes the factors of Yangzhou teachers' rotation exchange policy, target group, environment and other factors, such as the exchange policy of teachers in Yangzhou, the target group, the environment and so on. This paper finds out and analyzes the main reasons for the difficult position of policy implementation, puts forward countermeasures to solve the problem, further consummates the policy of teacher rotation and exchange in Yangzhou, and normalizes and perpetuates the system of exchange of teachers' rotation of posts. On the post exchange policy implementation effectiveness will play a role in promoting.
