芬兰教育评价中心:社会第三方参与教育评价的新模式

【摘要】：芬兰于2014年合并、裁撤国家层面现有的教育评价机构,建立了芬兰教育评价中心。该中心在整体的发展理念和指导思想上与改革前相比并没有发生质的改变,即坚持"信任"与"合作"两个基本信念,继续走其所谓的"第四条道路"。这一机构具有明显的"半官办、半社会"特征,是一种社会第三方参与教育评价的新模式,主要开展专题评价、系统评价、学业成就测评和高等教育机构质量体系审查等评价工作。
[Abstract]:Finland merged in 2014, abolished existing educational evaluation institutions at the national level and established the Finnish Education Evaluation Centre. Compared with before the reform, the center has not changed qualitatively in the whole development concept and guiding ideology, that is, sticking to the two basic beliefs of "trust" and "cooperation" and continuing to follow its so-called "fourth road". This institution has obvious characteristics of "semi-government, semi-social" and is a new model of social third party participation in educational evaluation. It mainly carries out thematic evaluation and systematic evaluation. Evaluation of academic achievement and quality system of higher education institutions.
