新读书无用论的形成机制及其应对策略

【摘要】：新读书无用论产生的根源在于高等教育发展速度与社会经济规模扩展未能协调均衡,高等教育的私人收益率随着急速的招生规模扩大而不断降低;当前个人与家庭的生产可能性边界发生了结构性的扩展,抑制了农村等弱势地区和群体选择接受教育的能力和意愿;我国分化的劳动力市场格局对教育就业造成的影响,形成了教育不足与教育过度并存的问题,进一步抬高了高等教育的机会成本。只有通过积极调整教育发展速度,使之与社会结构变革相协调,同时打破城乡发展中的二元体制和隐性壁垒,持续推进就业市场的结构与管理转型,并立足于高校自身的制度创新,形成各方合力,才能最终消除新读书无用论产生的土壤,让教育的各项功能既合乎自身规律又合乎大众期望地正常发挥。
[Abstract]:The origin of the useless theory of new reading lies in the fact that the development speed of higher education and the expansion of social economic scale can not be coordinated and balanced, and the private rate of return of higher education decreases with the rapid expansion of enrollment scale. At present, the boundaries of productive possibilities between individuals and families have undergone structural expansion, which inhibits the ability and willingness of vulnerable areas and groups, such as rural areas, to choose to receive education; The influence of the differentiated labor market pattern on the employment of education has formed the problem of the coexistence of insufficient education and excessive education, which further raises the opportunity cost of higher education. Only by actively adjusting the speed of development of education to coordinate with the transformation of social structure, at the same time breaking the dual system and hidden barriers in the development of urban and rural areas, we can continuously promote the structural and managerial transformation of the job market. Based on the institutional innovation of colleges and universities and forming the joint efforts of all parties, we can finally eliminate the soil produced by the useless theory of new reading, and let the functions of education not only accord with their own laws but also accord with the expectations of the public.
