教育管办评“分”“合”之度在有利于育人

【摘要】:正2015年教育部印发《关于深入推进教育管办评分离促进政府职能转变的若干意见》,并确定了8个单位进行教育管办评分离改革试点。据笔者最近对重庆市江津区等地试点情况的调研来看,把握好教育管办评"分""合"之度是这项改革能否成功、是否具有借鉴意义的关键。"分"是推进教育管办评分离改革的着力点。之所以要"分",表面上看是要改变政府管理教育"既当领队,又当教练,还当裁判"的现象,把"办"的权力还给学校,"评"的部分权力给社会,"形成政府依法管理、学校依法自主
