中国农村义务教育投入体制变迁及改革路径

【摘要】：新中国成立以来,受国家宏观财政体制变革的影响,农村义务教育投入体制经历了从乡村自给模式到政府公共财政保障模式的变迁。农村义务教育在取得举世瞩目成就的同时,也面临着诸多问题:改革中的城乡二元价值取向依然明晰;农村义务教育由"村落中的国家"转向"悬浮型有益品";农村义务教育发展未突破基层政府投入为主的框架。改革的思路在于:构建城乡一体化的义务教育投入体制,将农村义务教育的投入主体提升至国家层面;建立农村义务教育与乡村社会的有机联系,以规避其"悬浮型有益品"的命运。
[Abstract]:Since the founding of the people's Republic of China, under the influence of the national macro-financial system reform, the rural compulsory education input system has undergone the change from the rural self-sufficiency model to the government public financial guarantee model. While the rural compulsory education has achieved remarkable achievements, it also faces many problems: the dual value orientation of urban and rural areas in the reform is still clear, the rural compulsory education has changed from "the country in the village" to "suspended beneficial goods"; Rural compulsory education development has not broken through the grass-roots government input-based framework. The train of thought of the reform lies in: the construction of the urban-rural integration of compulsory education input system, the rural compulsory education investment main body to the national level; To establish the organic connection between rural compulsory education and rural society in order to avoid the fate of suspending beneficial goods.
