学区制组织管理模式的特征及未来发展

【摘要】:自我国"学区"概念的产生至今,学区经历着"大学区制的萌芽"、"辅导学区的设立"、"学区化的改革"和"学区制的探索"四个不同的发展阶段。学区制的组织管理模式凸显"多元治理"的理念,呈现出由他组织向自组织转变、由直接管理向间接管理转变和由单一主体向多元主体转变的发展趋势。当前的学区制还处于实践探索阶段,存在管理权限界定不清、多元主体参与热情度不高及评价监督机制不健全的问题。未来的学区制发展应完善学区结构和运行机制、协调多元主体的权责关系及建立健全评价监督机制。
[Abstract]:Since the emergence of the concept of "school district" in China, the school district has experienced four different stages of development: "the sprout of the university district system", "the establishment of the tutoring school district", "the reform of the school district" and "the exploration of the school district system". The organizational management mode of school district system highlights the concept of "multiple governance", which shows the trend of changing from other organization to self-organization, from direct management to indirect management, and from single subject to multi-subject. At present, the school district system is still in the stage of practice and exploration, there are some problems such as unclear definition of management authority, low enthusiasm of multi-subject participation and imperfect evaluation and supervision mechanism. The future development of school district system should improve the structure and operation mechanism of school district, coordinate the power-responsibility relationship of multiple subjects, and establish and perfect the evaluation and supervision mechanism.
