新型城镇化背景下城区“大班额”困境及其化解——基于江西省的调查分析

【摘要】:调查发现,随着城镇化进程加快,大量农业人口向城镇集中,学龄儿童随进城务工的父母转到城镇就读现象增多,城区义务教育"大班额"问题日益凸显。城市公共服务与城市发展不同步、教育资源供给总量不足、优质资源分布不均是造成城区学校大班额的主要根源。解决"大班额"问题应标本兼治,一方面要顺应城镇化与人口变化趋势,优化城镇学校布局,增加土地、资金和师资等教育资源供给,建立覆盖常住人口的城镇义务教育学校布局规划和公共服务体系;另一方面要立足城镇发展新思维,逐步打破城乡二元壁垒,促进城乡义务教育均衡发展。
[Abstract]:The investigation shows that with the acceleration of urbanization and the concentration of a large number of agricultural population in cities and towns, the phenomenon of school-age children moving to cities and towns with the parents of migrant workers increases, and the problem of "large class size" of compulsory education in urban areas is becoming increasingly prominent. Urban public service is out of sync with urban development, the total supply of educational resources is insufficient, and the uneven distribution of high-quality resources is the main cause of the large class size of schools in urban areas. To solve the problem of "large class size", we should address both the symptoms and the root causes. On the one hand, we should conform to the trend of urbanization and population change, optimize the distribution of urban schools, and increase the supply of educational resources such as land, funds and teachers. The establishment of the urban compulsory education school layout planning and public service system covering the permanent resident population; On the other hand, we should base on the new thinking of urban and rural development, gradually break the dual barriers between urban and rural areas, and promote the balanced development of urban
