韩国影子教育治理政策的演变及其启示

【摘要】:自20世纪60年代至今,韩国政府对影子教育的治理政策大致经历了四次大的演变,总体趋势是:转移政策→禁止政策→补偿政策→公平政策,其本质是以再生产理论、平等主义理论以及教育本质目标理论为基础的社会公正和机会均等的力量,与以经典自由主义、新自由主义以及人力资本理论为基础的社会竞争和市场规则的力量相互博弈的结果。由于中韩两国同处于亚洲儒家文化圈,均采用以考试为中心的选拔制度,而韩国影子教育治理政策的演变又与当前我国影子教育治理政策的发展存在诸多相似点,因此,借鉴韩国影子教育治理政策的相关经验,有助于我国现阶段及未来影子教育治理政策的进一步完善。
[Abstract]:Since the 1960s, the governance policy of the Korean government on shadow education has undergone four major evolutions. the overall trend is: the transfer policy prohibits the policy of compensation and the fair policy, the essence of which is the power of social justice and equal opportunities based on reproduction theory, egalitarianism theory and the theory of essential goal of education, and the classical liberalism. The result of the game between social competition and the power of market rules based on neoliberalism and human capital theory. Because both China and South Korea are in the Asian Confucian cultural circle, both adopt the examination-centered selection system, and the evolution of the shadow education governance policy in South Korea has many similarities with the development of the shadow education governance policy in our country at present. Therefore, drawing lessons from the relevant experience of the shadow education governance policy in Korea is helpful to the further improvement of the shadow education governance policy in our country at present and in the future.
