深化教育改革需要制度创新

【摘要】:改革开放30年来,中国教育改革经历了两个阶段。第一阶段的教育体制改革,加快了教育的发展,满足了社会基本教育的需求,同时突破了计划经济体制对教育的束缚。目前教育改革已经进入第二阶段,即从供给约束型的教育转向需求导向型教育,改革的目标包括人才培养体制创新、学校制度变革、政府职能和管理方式的转变。要解决目前改革的路径和动力问题,就要考虑如何把改革的路径自上而下和自下而上结合起来,增强自下而上的动力,包括社会的参与、各种利益相关方的参与,以形成各种利益相关方的参与机制,体现各种利益相关方的诉求。只有把改革的阻力变为动力,改革才能真正实现它预期的目标。
[Abstract]:Since the reform and opening up 30 years ago, China's educational reform has undergone two stages. The first stage of educational system reform has accelerated the development of education and met the needs of basic social education. At the same time, it breaks through the shackles of planned economy system to education. At present, education reform has entered the second stage, that is, from supply-constrained education to demand-oriented education. The goal of the reform includes the innovation of talent training system. In order to solve the problem of the current reform path and power, we must consider how to combine the top-down and bottom-up paths of the reform. Enhancing bottom-up dynamics, including social participation and the involvement of various stakeholders, in order to form a participatory mechanism for all stakeholders. Only by turning the resistance to reform into a driving force can the reform really achieve its desired goal.
