【摘要】： “农远工程”是一项惠民工程,它可以实现城乡优质教育资源共享,促进农村基础教育信息化,提高农村教育质量和效益。该工程于2007年底硬件建设在全国农村中小学全面实施完工,转入普遍应用阶段。河南省的硬件建设也于同期完成,全面进入应用期。此工程实施的核心是远程教育设备和远程教育资源的应用。因此,本课题在现代远程教育理论和整合理论的指导下,评介了基于三种硬件模式的教学应用模式,深入、系统地对河南省“农远工程”实施现状进行调查、分析,总结前期经验,发掘问题,挖掘原因,提出发展对策。其研究意义在于能够促进农村基础教育信息化,加快实现工程目标,以及为远程教育的资源建设、媒体、学习支持服务、决策、发展策略等内容的研究提供参考,进而丰富远程教育理论,更好地把握其发展方向。本研究运用文献法、问卷调查法、访谈法、实地考察法。通过文献法考察“农远工程”的研究现状、行政部门下发的文件,以及国家领导人、教育部领导在一些会议上的讲话等;通过问卷调查法,掌握被访者的基本信息、教学模式开发情况、资源接收与开放情况、设备管理情况、学校考核情况、教师应用的态度、影响教师应用“农远资源”的因素、资源应用情况、教师信息技术水平情况、教师培训情况等;通过访谈法掌握教师应用远程教育教学的效果情况、“农远资源”的需求情况、资源与课程整合情况、远程教育设备的需求与操作情况、教师的应用积极性情况、考核情况、教学模式的开发情况、培训情况、信息技术人员的信息技术水平情况、设备管理与维护情况等;通过实地考察法,进行实地考察,获取第一手的观察资料。本文共分六个部分: 第一部分为导论,主要阐述了该课题的研究意义、研究方法,以及国内研究现状和概念界定。第二部分提出了“农远工程”的理论基础,即现代远程教育理论和整合理论。笔者认为,这两种理论分别从宏观角度和微观角度为其提供了指导。第三部分评介了基于三种硬件模式的教学应用模式,以期为构建更加完善的教学应用模式提供帮助。第四部分概括性地介绍了河南省的应用概况,重点指出了实施中存在的问题,并且,从经费因素、观念因素、培训因素、运行机制因素进行归因分析。主要总结了五个方面的问题:认识需要加深,积极性有待提高;硬件建设和资源建设存在不足;学科教师信息技术水平低,信息技术人员技术能力不高;保障机制不够完善;教学应用模式开发不成熟。第五部分针对河南省“农远工程”存在的问题提出了发展对策。首先更新观念,增强认识,创造应用环境;其次,确保经费投入和使用;第三,加强硬件建设与维护;第四,加强资源开发;第五,强化教师培训;第六,建立“农远工程”发展的长效机制,以推进“农远工程”的顺利运行。第六部分为结束语,对本课题的研究进行总结,同时也指出了研究的不足之处。
[Abstract]:"Rural remote project" is a project of Huimin. It can realize the sharing of high quality education resources in urban and rural areas, promote the informatization of rural basic education and improve the quality and benefit of rural education. The project was completed in the country's rural primary and secondary schools at the end of 2007 and turned into the general use stage. The hardware construction of Henan province was also completed in the same period. The core of the project is the application of distance education equipment and distance education resources. Therefore, under the guidance of modern distance education theory and integration theory, this project has evaluated the teaching application mode based on three kinds of hardware modes, and systematically investigated the implementation status of "rural remote project" in Henan province. The significance of this study is to promote the informatization of rural basic education, to accelerate the realization of the project goal, and to provide reference for the research of the resources construction of distance education, the media, the learning support service, the decision-making and the strategy of development, and then enrich the theory of distance education. Better grasp the direction of its development.
This study uses literature, questionnaire, interview and field investigation. Through the literature review, the research status of "rural far project", the documents issued by the administrative department, and the state leaders, the leaders of the Ministry of education at some meetings, and so on; through the questionnaire survey, the basic information of the interviewees, the development of the teaching model, and the development of the teaching model are obtained. The reception and opening of the source, the management of the equipment, the situation of the school examination, the attitude of the teachers' application, the factors affecting the teachers' application of the "agricultural far resources", the application of the resources, the level of teachers' information technology, the situation of teacher training, etc., the effect of the teachers' application of far distance education and the demand of "far resources" is mastered by the interview method. The situation, the integration of the resources and the curriculum, the demand and operation of the distance education equipment, the positive situation of the teachers' application, the assessment situation, the development of the teaching mode, the training situation, the information technology level of the information technology personnel, the situation of the equipment management and maintenance, and so on. This article is divided into six parts:
The first part is the introduction, which mainly expounds the research significance, research methods, domestic research status and concept definition.
The second part puts forward the theoretical basis of "rural remote engineering", that is, modern distance education theory and integration theory. The author believes that these two theories provide guidance for them from the macro and micro angles.
The third part reviews the teaching application models based on three hardware models, with a view to providing help for building a more perfect teaching application mode.
The fourth part briefly introduces the application of Henan Province, points out the existing problems in the implementation, and analyzes the attribution analysis from the factors of funds, concept, training and operation mechanism. It mainly summarizes the five aspects: the need to deepen, the enthusiasm needs to be improved, the construction of hardware and the construction of resources are not. The teachers' information technology level is low, the information technology personnel's technical ability is not high, the guarantee mechanism is not perfect, and the development of teaching application mode is not mature.
The fifth part puts forward the development countermeasures in view of the problems existing in the "rural remote project" in Henan province. First, we should renew the concept, strengthen the understanding and create the application environment; secondly, ensure the investment and use of funds; third, strengthen the construction and maintenance of the hardware; Fourth, strengthen the development of resources; fifth, strengthen the training of teachers; and sixth, to establish the long development of "rural far project". Effective mechanism to promote the smooth operation of the "rural distance project".
The sixth part is the concluding remarks, summarizes the research of this subject, and points out the deficiency of the research.
