苏联解体后塔吉克斯坦的教育改革:政策与政府角色视角

苏联解体后,塔吉克斯坦的教育体制发生了一系列的变化,逐步向全新的方向发展,而这长达十年的转变是从由苏联引进的学术模式开始的。自1991年塔吉克斯坦独立后,接受教育已被确认为国家的基本人权之一,并被当作促进社会和经济发展的主要工具之一。塔吉克斯坦政府采取了若干措施来改革教育制度,包括于1993年修改教育法、于1994年修改国家对于学校概念的界定以及于1997年修改国家关于普通中等教育的规划范畴,这一改革也受到了塔吉克斯坦共和国教育部与相关国际组织的认可。当前,塔吉克斯坦的教育体制仍面临着诸多挑战,比如教育的基础设施和材料需要更换和修理,以及所授课程需要适应不断变化的环境,此外,国家需要加大对教师专业发展的关注力度,同时也需要找到留住有经验的教师和吸引新教师的手段。与此同时,青少年受教育体系也受到了各种因素的威胁,这些因素不仅对他们的出勤率和参与程度有所影响,还可能会导致其中一些人面临完全失学的困境。本研究探讨了教育改革的必要性及其在国家未来发展中的应用、实现和产生的效益。作为延续了十年苏联模式的现代教育体系的基础,其还需要一定的时间来适应和管理新的现代教育制度。塔吉克斯坦共和国制定了自己...
