县域教育和谐发展指标研究

【摘要】: 2002年11月,党的十六大明确提出了“社会更加和谐”的发展要求。“和谐社会”的提出,说明我们国家已经把追求以人为本、全面协调、社会公平作为社会经济发展的基本要素和目标。教育作为社会的子系统,承担着重要的历史使命。教育发展的不均衡、不公平,必将影响到社会主义和谐社会的建设。在同一个区域内,尤其是在一个较小的区域内,由于其经济发展状况,社会生活习惯,历史传统风貌都具有相似性,差异性较小,率先实现区域内的和谐,是一种较为现实的举措。县域是我国基层的一个行政管理单位,我国基础教育实行“以县为主”的教育行政管理体制,研究县域教育和谐发展指标,具有非常重要的现实意义。 县域教育和谐发展就是县域范围内教育与社会经济环境之间,以及教育系统内部的城乡之间、各级各类学校之间、各种群体之间系统协调、公平均衡、科学合理地发展,使每一个学生获得健康成长。而指标研究有利于为县级教育行政部门规划、指导和监控县域教育事业和谐发展提供借鉴和帮助。 研究中,我们运用了文献研究法、EXCEL软件统计分析法、比较研究法和系统分析法。通过对国内外有关教育发展指标研究的梳理分析,发现我国教育指标研究存在诸多不足,如理论研究和指标内容框架的不足、宏观微观指标项目的混乱与繁杂等。通过对我国县域教育几个代表性指标的统计分析和对浙江省兰溪市的个案研究,发现我国县域教育发展中存在较为严重的不和谐现象。针对研究中的发现,我们有重点地研究了县域教育和谐发展的指导理论和县域教育和谐发展指标体系的基本框架。 县域教育和谐发展指标的选择与设置是本研究的重中之重。我们以县域教育和谐发展理论为指导,采用系统分析的方法,从教育外部环境、教育内部系统和受教育者身心和谐发展三个维度,构建出指标体系的子领域和一、二、三级具体指标;并对主要指标的选择进行了逐一的研究分析,突出强调县域特征与和谐要求。
[Abstract]:In November 2002, the 16th National Congress of the Party clearly put forward the development requirements of "more harmonious society" and "harmonious society", indicating that our country has put the pursuit of people-oriented, comprehensive coordination. As a basic element and goal of social and economic development, education, as a subsystem of society, undertakes an important historical mission, and the development of education is unbalanced and unfair. It will affect the construction of socialist harmonious society. In the same region, especially in a small area, because of its economic development, social life habits, historical traditional style and features are similar. The difference is small, the first to achieve regional harmony, is a more realistic measure. County is an administrative unit at the grass-roots level in our country, the basic education of our country implements a "county-oriented" educational administration system. It is of great practical significance to study the indicators of harmonious development of county education. The harmonious development of county education is the systematic coordination and fair balance between the education and the social economic environment within the county area and between the urban and rural areas within the education system, among all kinds of schools at all levels and among various groups. Scientific and reasonable development can make every student grow up healthily, and the index research can provide reference and help for county-level educational administrative department to plan, guide and monitor the harmonious development of county education. In the research, we use the literature research method excel software statistical analysis, comparative research method and system analysis method. It is found that there are many deficiencies in the study of educational indicators in China, such as the theoretical research and the lack of index content framework. Through the statistical analysis of several representative indicators of county education in China and the case study of Lanxi City in Zhejiang Province. It is found that there is a serious disharmony in the development of county education in China. We focus on the guiding theory of harmonious development of county education and the basic framework of the indicator system of harmonious development of county education. The choice and setting of harmonious development index of county education is the most important part of this study. We take the theory of harmonious development of county education as the guidance, adopt the method of systematic analysis, from the external environment of education. The three dimensions of the internal system of education and the harmonious development of the body and mind of the educatee build up the sub-fields of the index system and the first, second and third levels of specific indicators; The selection of main indexes is analyzed one by one, emphasizing the characteristics of county and the requirement of harmony.
