中国西部各省市区域科教竞争力综合评价研究

【摘要】： 改革开放以来，，东西部地区经济发展的差距在不断扩大，这将影响整个国民经济长期的可持续发展进程，影响区域经济的协调发展。为此，2000年国家实施了西部大开发战略，目的就是促进西部经济快速增长，提升西部各省市经济发展的竞争力，逐步缩小与东部经济的差距。西部大开发战略的实施确实使西部经济得到了较快地发展，但是，由于东部地区也在快速发展，使得东西部地区经济发展的差距非但没有缩小，反而进一步拉大，西部地区国内生产总值占东部地区的比重从2001年的29.45％下降到2005年的28.40％，西部地区人均国内生产总值占东部地区的比重从2001年的40.73％下降到2005年的39.95％。这说明，西部各省市经济发展的竞争力相对较弱，突出表现在西部地区的技术创新能力较弱。科教竞争力作为经济发展竞争力的重要组成部分，是西部各省市实现可持续发展和跨越式发展的主要因素，体现出了西部各省市技术创新能力和经济的内生增长能力。因此，本文将集中分析西部各省市区域科教竞争力的状况和存在的问题，寻求提升西部各省市区域科教竞争力的路径。本文从区域创新角度出发，以竞争理论和创新理论为基础，对科教竞争力的概念进行了界定，结合以往研究科教竞争力的文献，建立了科教竞争力评价指标体系。利用主成分分析法和聚类分析法对西部11个省市区域科教竞争力进行综合分析，得出西部各省市区域科教竞争力的现状和发展态势，从中找到西部各省市区域科教竞争力存在的问题，并给出了提升西部各省市区域科教竞争力的对策建议。
[Abstract]:Since the reform and opening up, the gap of economic development in the eastern and western regions has been widening, which will affect the long-term sustainable development process of the whole national economy and the coordinated development of the regional economy. Therefore, in 2000, the state implemented the strategy of developing the western region, the purpose of which is to promote the rapid economic growth of the western region, to enhance the competitiveness of the economic development of the provinces and cities in the west, and to gradually narrow the gap with the eastern economy. It is true that the implementation of the strategy of developing the western region has made the western economy develop more rapidly. However, because of the rapid development in the eastern region, the gap between the economic development of the eastern and western regions has not been narrowed, but on the contrary has further widened. The proportion of GDP in the eastern region of the western region decreased from 29.45% in 2001 to 28.40% in 2005, and the proportion of GDP per capita in the eastern region of the western region decreased from 40.73% in 2001 to 39.95% in 2005. This shows that the competitiveness of the western provinces and cities in economic development is relatively weak, especially in the technical innovation ability of the western region. As an important part of economic development competitiveness, science and education competitiveness is the main factor to realize sustainable development and leap-forward development in western provinces and cities, which reflects the technological innovation ability and endogenous economic growth ability of western provinces and cities. Therefore, this paper will focus on the analysis of the situation and problems of the regional science and education competitiveness of the western provinces and cities, and seek the way to enhance the regional science and education competitiveness of the western provinces and cities. From the angle of regional innovation, this paper defines the concept of science and education competitiveness based on competition theory and innovation theory, and establishes the evaluation index system of science and education competitiveness based on the literature of previous research on science and education competitiveness. By means of principal component analysis and cluster analysis, the competitive power of science and education in 11 provinces and cities in western China is comprehensively analyzed, and the present situation and development trend of the competitiveness of science and education in western provinces and cities are obtained. This paper finds out the problems existing in the competitiveness of science and education in the western provinces and cities, and puts forward the countermeasures and suggestions to enhance the competitiveness of science and education in the provinces and cities of the west.
