义务教育助贫政策的问题及对策——基于英县和隆县的个案分析

【摘要】:"一费制""两免一补"和"义务教育全免费"等政策在一定程度上提高了农村贫困家庭对义务教育的支付能力。但是,这些政策实施后一些贫困家庭的学生仍然面临着辍学的危险。之所以如此,是因为这些政策的平均主义倾向使得这些政策不能对农村中最为贫困的家庭给予有效帮助。制度创新的方向在于改变这些政策的平均主义倾向,这需要国家对各个地区的改革尝试给予鼓励和支持。
[Abstract]:The policies of "one fee system", "two exemptions and one supplement" and "free compulsory education" to a certain extent have improved the ability of rural poor families to pay for compulsory education. However, some students from poor families are still at risk of dropping out of school. This is because the equalitarianism of these policies makes them ineffective in helping the poorest families in the countryside. The direction of institutional innovation is to change the equalitarianism tendency of these policies, which needs the encouragement and support of the government to try to reform in various regions.
