现行教育体制下均衡问题的技术分析

【摘要】：首先对教育均衡的研究现状做了简单的综述，在此基础上提出了教育均衡理论，重点从教育一般均衡问题的理论分析到典型均衡问题的模型分析，并简单提出了一些相关的政策和建议。基础教育均衡问题从宏观层面分析是教育供给与需求的均衡，从基础教育看农村教育不够均衡；从中观层面分析是教育资源配置的均衡，从基础教育看中西部教育不够均衡，，普通学校也不够均衡；从微观层面分析是学校教育过程包括内部课程教学资源配置的均衡、教育结果的均衡以及教育评价的均衡。并从利益集团、寻租理论、制度等理论进行分析。并从系统观角度分析教育体制不连续性导致的教育失衡。在此基础上，通过对在校学生、教育者的实际调查，得出现行基础教育不均衡发展的现状。从学生、家长、教育主管、学校之间的委托代理，进行模型分析；以及家长之间、学校之间和教育主管部门之间博弈的分析，探讨基础教育不均衡发展的深层原因高等教育均衡问题，如高等教育区域失衡问题越来越严重，和经济发展已形成相互制约；政府部门对教育投资的相对减少，而产生了大学生泡沫和学术泡沫；高等教育市场分层，使得民办教育成为反向的社会剥夺；高校招生和就业的不对称性，混合了精英教育和大众教育；政府与高校过多的博弈，使得高校逐渐远离其本意；高校管理体制改革混合了垄断业务部门和非垄断业务部门；以及高校在微观层次上失衡如师生比、学科门类等。在此基础上对高等教育供给和需求的双失衡现象进行了经济学分析，以及教育区域失衡的Verhulst动态模型分析。并在每个章节对现行教育失衡问题，如何解决给出了一些简单的政策和建议。
[Abstract]:First of all, this paper makes a brief summary of the research status of educational equilibrium, and then puts forward the theory of educational equilibrium, focusing on the theoretical analysis of the general equilibrium problem of education to the model analysis of the typical equilibrium problem. And put forward some related policies and suggestions simply. The equilibrium problem of basic education is the equilibrium of supply and demand of education from the macro level, the imbalance of rural education from the perspective of basic education, the balance of allocation of educational resources from the meso level, and the imbalance of education from the perspective of basic education in the central and western regions. From the microcosmic level, the process of school education includes the balance of the allocation of internal curriculum teaching resources, the balance of educational results and the balance of educational evaluation. And from interest groups, rent-seeking theory, system theory to analyze. And analyzes the educational imbalance caused by the discontinuity of the educational system from the perspective of system. On this basis, through the actual investigation of the students and educators, the current situation of unbalanced development of basic education is obtained. From the point of view of the principal-agent among students, parents, education supervisors, schools, and the game analysis between parents, schools and education authorities, This paper probes into the deep causes of the unbalanced development of basic education, such as the imbalance of higher education, such as the regional imbalance of higher education, which is becoming more and more serious. The relative reduction of government investment in education resulted in the bubble of college students and academic bubble, and the stratification of higher education market made private education become the reverse social deprivation. The asymmetry of enrollment and employment in colleges and universities mixes elite education and mass education; the excessive game between government and university makes colleges and universities become away from their original intention gradually; the reform of university management system mixes monopoly business department and non-monopoly business department; Colleges and universities at the micro-level imbalance such as teacher-student ratio, disciplines and so on. On this basis, the economic analysis of the double imbalance between supply and demand of higher education is carried out, and the Verhulst dynamic model of the regional imbalance of education is also analyzed. In each chapter, the author gives some simple policies and suggestions on how to solve the problem of educational imbalance.
