【摘要】:随着技术交叉性、融合性的不断增强,协同创新已成为当今世界科技活动发展的新趋势。而高校尤其是研究型的大学,不仅拥有较强的创新人才资源,还拥有许多基础研究成果和高技术创新成果。所以,高校在创新主体中的地位越来越突出。胡锦涛总书记在清华大学100年校庆时从国家的战略层面提出了高校协同创新。教育部和财政部随即推出我国《高等学校创新能力提升计划》(简称“2011计划”),,此后,高校协同创新成为了研究的热点。 本文在该计划的现实背景下,运用协同创新的相关理论和实证研究、案例研究等研究方法,分析了高校协同创新运行过程中的动力要素、协同过程和利益分配机制等相关问题,为我国高校协同创新工作的开展提供了一些参考。 本文的主要工作有:首先,介绍了研究的背景和研究问题、研究思路和研究框架、研究方法以及可能的创新之处;第二,对高校协同创新的内涵进行分析并对相关的研究文献进行回顾;第三,对我国的高校协同创新的现状进行了回顾,然后对国外成功的高校协同创新的经验进行了分析,从对比中找出我国高校协同创新滞后的原因,最后构建其提升高校协同创新能力的运行机制;第四,以我国30个省、市、自治区的高校为研究对象,应用SUR回归对面板数据进行实证检验,探讨高校协同创新动力要素对高校创新能力的影响,高校协同创新动力要素包括政府环境、金融环境、技术环境、创新主体关系强度;第五,通过对高校协同创新的协同过程的分析,将其协同过程划分为研究型人才培养过程协同和研究合作过程协同二个方面,然后,在理论分析的基础上,结合电子科技大学的太赫兹科学协同创新体案例分别对其进行探讨。最后,研究了影响利益分配的因素以及利益分配的原则,然后根据这些因素和原则对Shapley模型进行修正,以使创新成果商业化后所产生的利益的分配更合理,最后以电子科技大学的太赫兹科学协同创新体的研究经费为算例进行计算、分析和比较。
[Abstract]:With the technology of cross fusion, enhancement, collaborative innovation has become the new trend of world science and technology development activities in Colleges and universities. Especially the research of the University, not only has a strong innovative talent resources, also has many basic research and high technology innovation. So the position of universities in innovation plays an increasingly prominent general secretary Hu Jintao at the Tsinghua University. 100 anniversary from the national strategic level of the university collaborative innovation. The Ministry of education and the Ministry of Finance immediately launched China's higher school innovation ability promotion plan > > (referred to as the "2011 plan"), since then, collaborative innovation has become a hot research topic.
Based on the realistic background of the program, the use of relevant theoretical and empirical research on collaborative innovation, case studies and other research methods, analyzes the dynamic factors of collaborative innovation in the operation process, related process and distribution of interests mechanism of collaboration, provides some reference for the development of China's colleges and universities collaborative innovation work.
The main works of this paper are: firstly, this paper introduces the research background and research questions, research ideas and research framework, research methods and possible innovations; second, the university collaborative innovation connotation analysis and review of the related literature; third, innovation of the current situation of China's colleges and universities collaborative review then, has carried on the analysis to the overseas successful collaborative innovation experience, find out from the comparison of Chinese universities collaborative innovation lag reason, finally construct the operating mechanism to enhance university collaborative innovation ability; fourth, in 30 provinces, city, autonomous region of China, the University as the research object, using empirical SUR regression test of panel data, discusses the collaborative innovation dynamic factors influence on the innovation ability of universities, university collaborative innovation dynamic factors including government environment, financial environment, technology environment, innovation and The relationship between body and strength; fifth, through the analysis of collaborative process of collaborative innovation in Colleges and universities, the collaboration process is divided into research personnel training and research cooperation process of collaborative process cooperation in two aspects, and then, on the basis of theoretical analysis, combined with the University of Electronic Science and technology of Terahertz Science collaborative innovation body case were discussed. Finally, study the influence factors of distribution of interests and the principle of benefit distribution, and then according to these factors and principles of the Shapley model, so that the distribution generated by innovation commercialization after the interests of a more reasonable, and finally to the Terahertz Science University of electronic science and technology of collaborative innovation in research funding body for example calculation, analysis and compared.
