【摘要】：随着我国经济的发展,农业和农村经济已经迈入了一个全新的阶段,也对我国农业科技推广体制提出了新的要求。而我国现阶段的推广体系是以政府为主体的推广体系,农业科技推广的的模式老旧,技术人员也严重不足,新技术的推广、教育与生产严重脱节。而且农业利技推广还存在着机制的不健全从而导致供给的严重不足。政府所掌管的技术推广工作不能适应市场的需求,也没有一支高素质农业推广队伍和有效的体制。目前这种体制已经不能适应现阶段的农业发展的要求。为了避免越来越多的问题出现,有必要对现阶段农业推广体制进行进一步改革。在这种情况下引导农业高校参与农业科技推广事业成为今后构建新型农业科技推广体系的一个重大课题。 本研究以理论研究为前提,首先对国内外推广体系进行了综述；其次分析了农业高校参与农业科技推广的国际经验及启示，，特别是对美国、日本、荷兰的高校农业推广进行了了解；然后对农业高校参与农业科技推广的现状和问题进行了深入分析；最后从完善法律制度,充分发挥农业高校人才在推广中的作用,建立集合式网络平台,创新农业高校教育制度,改革农业高校管理制度和加强政府对高校农业科技推广的财政支持来弥补我国农业高校参与农业科技推广的不足之处。
[Abstract]:With the development of China's economy, agriculture and rural economy have entered a new stage. The extension system of agricultural science and technology in our country is the extension system with the government as the main body. The mode of agricultural science and technology extension is old and the technical personnel is also seriously insufficient. The extension of new technology, education and production are seriously disjointed. Moreover, there are still some imperfections in the mechanism of agricultural technology extension, which leads to the serious shortage of supply. The technical extension work in charge of the government can not meet the needs of the market. There is also no high-quality agricultural extension team and an effective system. At present, this system can not meet the requirements of the current agricultural development. In order to avoid more and more problems. It is necessary to further reform the agricultural extension system at the present stage. In this case, guiding agricultural colleges and universities to participate in agricultural science and technology extension has become an important issue in the construction of a new agricultural science and technology extension system in the future. On the premise of theoretical research, this paper firstly summarizes the domestic and foreign popularizing system. Secondly, it analyzes the international experience and enlightenment of agricultural universities' participation in agricultural science and technology extension, especially the understanding of agricultural extension in the United States, Japan and the Netherlands. Then the current situation and problems of agricultural colleges and universities participating in agricultural science and technology extension are deeply analyzed. Finally, from improving the legal system, giving full play to the role of agricultural university talents in the promotion, the establishment of a collective network platform, innovation of agricultural colleges and universities education system. Reform the management system of agricultural colleges and universities and strengthen the government's financial support for agricultural science and technology extension in order to make up for the deficiencies of agricultural colleges and universities participating in agricultural science and technology extension in China.
