现代人力资源理论视野下的高校辅导员队伍建设研究

【摘要】:青年是祖国的未来,更是祖国的希望,高等学校是一个聚集祖国优秀青年的地方,是我国社会主义现代化建设最宝贵、最重要的人才汇集地。对大学生培养的质量能够直接关系到我国社会的发展与进步,关系到我国是否能够在国际竞争中立于不败之地。如今社会对大学生的要求不仅仅是能够充分掌握先进的科学文化知识,更加要具备良好地思想道德素质。高校作为培养大学生思想政治素质的主要阵地,建设一支稳定的、优秀的辅导员队伍是大学生培养工作的重中之重,我们必须要对青年的直接引导者与教育者队伍的建设进行充分重视。从上世纪50年代开始,我国各个高校逐渐开始对辅导员队伍的建设采取各种各样的措施,,并陆续建立起了辅导员制度。随着时代的发展与进步,辅导员的角色定位、职业特征、工作职能等都发生了一些变化,过去单一强调服务型的政治和教育功能已经无法满足辅导员队伍的建设需求,如今辅导员的服务、辅导功能逐渐凸现出来。我国2004年中共中央国务院16号文件《中共中央国务院关于进一步加强和改进大学生思想政治教育的意见》和教育部《关于加强高等学校辅导员班主任队伍建设的意见》的下达,都充分表示了党和国家对高校辅导员队伍建设的重视程度。进一步加强辅导员、班主任的队伍建设,不仅仅是加强和改进大学生思想政治教育和维护高校稳定的重要组织保证和长效机制,同时也对于全面贯彻落实党的教育方针,把大学生思想政治教育的各项任务落到实处,具有十分重要的意义。在这样的形势之下,我国必须要进一步研究高校辅导员队伍的建设,积极探索辅导员队伍的建设新道路。 本文从现代人力资源管理的角度上,对我国高校辅导员队伍的建设进行深入研究。首先对人力资源管理理论的发展脉络及其内容进行阐述,从人力资源理论产生的源头开始,梳理其发展过程,以对人力资源管理理论有一个全面深入的认识;其次在现代人力资源理论视野下,结合当前高校辅导员队伍建设的现状及已取得的成绩,分析高校辅导员队伍中存在的问题与不足,如人员流动性大,发展动力不足,激励机制不健全等,并将这些问题放在相应人力资源管理理论视野下分析;最后在上述分析基础之上,提出解决辅导员队伍建设中存在问题的建设性建议和措施。
[Abstract]:Youth is the future of the motherland, but also the hope of the motherland. The most important talent gathering place. The quality of the cultivation of college students can be directly related to the development and progress of our society. It concerns whether our country can be in an invincible position in the international competition. Nowadays, the demand for college students is not only to be able to fully master advanced scientific and cultural knowledge. Colleges and universities as the main position to cultivate the ideological and political quality of college students, building a stable, excellent team of counselors is the most important work of college students' training. We must pay full attention to the construction of youth direct guides and educators. Since -50s, various colleges and universities in our country have gradually begun to take various measures to build the contingent of counselors. With the development and progress of the times, the role of counselors, professional characteristics, work functions have undergone some changes. In the past, the single emphasis on service-oriented political and educational functions has been unable to meet the needs of the construction of counselors, now counselors services. The function of tutoring gradually emerged. Document No. 16 of the State Council of the CPC Central Committee and the State Council of the CPC Central Committee on further strengthening and improving the ideological and political Education of College students in 2004 and the Ministry of Education on the strengthening of ideological and political Education. Opinions on the Construction of Class Teachers in Colleges and Universities. Both fully show the Party and the state attach importance to the construction of college counselors, and further strengthen the team building of counselors and class teachers. Not only to strengthen and improve the ideological and political education of college students and maintain the stability of the important organizational guarantee and long-term mechanism, but also for the implementation of the Party's education policy. It is of great significance to carry out the tasks of ideological and political education of college students. Under such circumstances, our country must further study the construction of college counselors. Actively explore a new way to build a team of counselors. From the perspective of modern human resource management, this paper makes an in-depth study on the construction of college counselors in China. Firstly, the development of human resources management theory and its content are expounded. Starting from the origin of human resources theory, combing its development process, in order to have a comprehensive and in-depth understanding of human resources management theory; Secondly, in the view of modern human resources theory, combined with the current situation and achievements of college counselors' team construction, this paper analyzes the problems and shortcomings of college counselors' team, such as the great mobility of personnel. The development motive force is insufficient, the incentive mechanism is not perfect and so on, and puts these questions under the corresponding human resources management theory visual field to analyze; Finally, on the basis of the above analysis, the constructive suggestions and measures to solve the problems in the construction of counselors are put forward.
