高等农业院校参与农科教结合的运行机制研究

【摘要】:我国高等农业院校经过国家多年的投资和建设,其科教力量雄厚、基础设施完善,参与农科教结合具有得天独厚的优势。农科教结合作为科教兴农战略的具体实践形式,其实质是使农村农业社会经济的发展转移到依靠科学技术的进步和提高广大劳动者的素质上。高等农业院校作为农科教结合的主体,更应勇担历史重任,找准自己的定位,贯彻实施科教兴国、科教兴农战略,培养更多高素质的人才,积极推动农业科技创新,促进科研成果转化,促进农村经济社会的发展。参与农科教结合是高等农业院校的历史使命,也是其谋求自身发展的需要。自20世纪80年代以来,众多高等农业院校利用自身优势在参与农科教结合工作中作了很多探索与实践,取得了一些成效。但是,高等农业院校服务农村及农业经济的能力还相当薄弱,存在着不少问题与实际困难。高等农业院校如何发挥自身优势,构建参与农科教结合的有效运行机制,主动扩大、提升为农业经济社会服务的能力是一项亟待研究和解决的重大课题。 本文主要有四个部分,第一部分探讨高等农业院校在农科教结合中的功能与定位;第二部分对高等农业院校参与农科教结合的现状进行阐述分析,归纳总结高等农业院校参与农科教结合的五种主要模式,并运用SWOT分析方法对高等农业院校参与农科教结合的现状进行剖析;第三部分结合案例分析,归纳西北农林科技大学参与农科教结合的经验与启示总结,为研究高等农业院校参与农科教结合的运行机制提供借鉴;最后一部分是高等农业院校参与农科教结合的运行机制研究,在前面三部分的研究基础上,提出通过完善政府统筹机制、建立参与农科教结合的导向机制、优化农业人才培养机制、健全农业科研创新机制、构建农业科技推广服务机制和建立参与农科教结合的激励机制来促进高等农业院校服务农科教结合取得实效,促进农业的发展和“三农”问题的解决。
[Abstract]:After many years of investment and construction, agricultural colleges and universities of our country have strong scientific and educational force and perfect infrastructure. Participation in the combination of agricultural science and education has unique advantages. Agricultural science and education integration as a specific practice of the strategy of science and education to flourish agriculture. Its essence is to transfer the development of rural agricultural society and economy to rely on the progress of science and technology and to improve the quality of the broad masses of workers. As the main body of agricultural science and education, agricultural colleges and universities should shoulder the important historical responsibility. Find their own position, implement the strategy of revitalizing the country through science and education, cultivate more high-quality personnel, actively promote innovation in agricultural science and technology, and promote the transformation of scientific research achievements. To promote the development of rural economy and society and participate in the combination of agricultural science and education is the historical mission of agricultural colleges and universities, but also the need for their own development. Since 1980s. Many agricultural colleges and universities have made a lot of exploration and practice in participating in the combination of agricultural science and education with their own advantages. However, the ability of higher agricultural colleges to serve rural areas and agricultural economy is still quite weak. There are many problems and practical difficulties. Agricultural colleges and universities how to give play to their own advantages, to build an effective operational mechanism to participate in the combination of agricultural science and education, and expand actively. Improving the ability to serve agricultural economy and society is an important subject to be studied and solved. There are four parts in this paper. The first part discusses the function and orientation of agricultural colleges and universities in the combination of agricultural science and education; The second part of the agricultural colleges to participate in agricultural science and education combination of the current situation of analysis, summed up the agricultural colleges and universities involved in agricultural science and education in the combination of five main models. SWOT analysis method is used to analyze the current situation of agricultural colleges and universities participating in the combination of agricultural science and education. The third part, combined with case analysis, summarizes the experience and enlightenment of Northwest Agricultural and Forestry Science and Technology University participating in the combination of agricultural science and education, and provides a reference for the study of the operational mechanism of agricultural colleges and universities participating in the combination of agricultural science and education. The last part is the research on the operational mechanism of agricultural colleges and universities participating in the combination of agricultural science and education. On the basis of the research in the first three parts, it is proposed to establish a guiding mechanism to participate in the combination of agricultural science and education through the improvement of the overall mechanism of the government. We should optimize the training mechanism of agricultural talents, perfect the mechanism of agricultural scientific research innovation, construct the service mechanism of agricultural science and technology extension and establish the incentive mechanism to participate in the combination of agricultural science, technology and education in order to promote the combination of agricultural science and education in agricultural colleges and universities to achieve practical results. To promote the development of agriculture and the solution of the "three rural" problems.
