我国公立高校党委领导力研究

【摘要】:中国特色高等教育是中国社会主义现代化事业重要的一环,坚持党对公立高校的领导,是符合我国国情的高校领导体制,也是高等教育的政治优势。赢在高层,已经逐渐成为推动我国高等教育实现历史性跨越的现实路径追求。公立高校的党委能不能抓住机遇应对挑战,创办高质量的、人民满意的高等学校,很大程度上取决于高校党委领导团队的领导力。高校党委领导团队的集体领导力是高校取得竞争优势的关键,而不是领导团队中某个人的领导力。 本研究旨在聚焦和探讨高校党委领导团队的领导力,从组织行为学的视角出发,运用领导科学和团队理论的研究成果,关注和探索党委领导的实施领域和实施过程,目的在于阐明在高校的治理改革发展中党委所应具备的能力,,在此基础上构建出党委领导力的体系,并通过相关问题的展开对高校党委领导力的提升策略进行探讨,以期为高校党委的改革实践提供“处方式”的指导。 论文的第一部分,研究导论。旨在阐述开展本研究的缘起和动机,述清本研究的目的和主要研究内容,继而通过文献综述的推进,提出本研究的立足点,进而从理论和实践两个层面论述本研究意义,在篇末设计了本研究的技术路线。 第二部分,高校党委领导力研究的本质分析。通过文献综述和相关理论的启示,结合高校党委工作特点,相关概念的辨析,以此来确定高校党委领导力的定义,并通过从基础性要素,条件要素和场域要素三个维度,构建起高校公立党委领导力体系,以此确定高校党委领导力的外延结构。 第三部分,高校党委领导力问题分析。通过构建高校党委领导力的体系,以及从文献法和访谈调查收集资料,总结了党委领导力现存的问题。着重从基础性要素,条件要素和场域要素三个维度,分别梳理党委领导力突显的重要问题。 第四部分,高校党委领导力提升的对策思路。本研究吸取了领导科学理论、团队理论和组织行为学理论的渊源、发展与前沿的分析,其借鉴性和参考性的特点是探索集体领导力理论的创新与独特之处。扎根于现实语境中涉及高校党委领导力发挥的诸多问题,进一步探讨了高校党委集体领导力的实践策略,主要从选拔、培训、决策和领导文化四个层面提出党委领导力的保障措施。 最后结语部分,在总结本研究的不足基础上,对公立高校党委领导力的后续研究提出展望,并从研究和实践的角度对党委提出建议。
[Abstract]:Higher education with Chinese characteristics is an important part of the cause of China's socialist modernization. Adhering to the Party's leadership over public colleges and universities is the leadership system of colleges and universities in accordance with the national conditions of our country, and it is also the political advantage of higher education. The Party committee of public universities can seize the opportunity to meet the challenge and establish high quality and satisfied institutions of higher learning. The collective leadership of the leading team of the Party committee is the key to the competitive advantage of the university, not the leadership of one person in the leadership team. The purpose of this study is to focus on and explore the leadership of the leading teams of the Party committees of colleges and universities, and from the perspective of organizational behavior, to apply the research results of leadership science and team theory to pay close attention to and explore the field and process of the implementation of the leadership of the Party committees. The purpose of this paper is to clarify the ability of the Party committee in the reform and development of university governance, on the basis of which, to construct the leadership system of the party committee, and to probe into the strategy of promoting the leadership of the party committee through the development of related problems. With a view to providing guidance for the reform practice of the Party committee in colleges and universities. The first part of the paper, the introduction of the study, aims to explain the origin and motivation of this study, the purpose and main research content of this study, and then through the promotion of literature review, put forward the foothold of this study. At the end of the paper, the technical route of this study is designed. The second part, the essential analysis of the leadership research of college party committee, through the literature review and the enlightenment of relevant theories, combining with the characteristics of the party committee work and the discrimination of the related concepts, to determine the definition of the leadership of the party committee in colleges and universities. From the three dimensions of basic factor, condition factor and field factor, the paper constructs the leadership system of public party committee in colleges and universities, so as to determine the extension structure of party committee leadership in colleges and universities. The third part is the analysis of the leadership problems of the Party committees of colleges and universities. Through the construction of the leadership system of the Party committees of colleges and universities, and the collection of data from the literature and interviews, this paper summarizes the problems existing in the leadership of the Party committees, focusing on the basic elements. The three dimensions of condition factor and field factor respectively combed the important problems of the leadership of the party committee. In the 4th part, the author draws on the theories of leadership science, team theory and organizational behavior theory, and analyzes the development and the front line. Its referential and referential characteristics are to explore the innovation and uniqueness of the theory of collective leadership, which are rooted in many problems concerning the exertion of leadership of the Party committees of colleges and universities, and further probe into the practical strategies of the collective leadership of the Party committees of colleges and universities. Mainly from the selection, training, decision-making and leadership culture four levels of party leadership security measures. Finally, the conclusion, on the basis of summarizing the deficiency of this study, puts forward the prospect of the follow-up study of the leadership of the Party committee in public universities, and puts forward suggestions to the party committee from the perspective of research and practice.
