广西民办高校办学路径创新研究

【摘要】:历经近20年的发展和改革,我国的民族地区民办高等教育俨然已经成为我国高等教育的重要组成部分之一,不论在人才培养、教育资源供给、促进教育公平公正、辅助普及教育大众化,还是在区域民族经济发展等方面都发挥了重要作用。2003年以来,广西具有独立颁发学历文凭资格的民办高校开始逐渐增多,从之前的一所逐步发展到2009年的10所,也标志着广西的高等教育开始进入了教育大众化阶段,基于此广西壮族自治区政府制定出“人才强桂”的教育发展模式,让自治区的各大民办高校获得了完善发展的时代利好机会,与此同时也给当地的民办高校带来了巨大挑战。如何能够牢牢抓紧时代导向,同时克服重重阻碍,成为广西壮族自治区教育行政部门,甚至是我国整个教育界亟需解决的重要课题。本文选取广西自治区具有独立颁发学历文凭能力的地方民办高校为研究样本,综合采用文献法、问卷调查法和实地访问法对广西的民办高校进行了深入的调研和分析。该论文主要分为五个章节对资源依赖视角下来研究以广西民办高校办学路径为主要对象,进而延伸至我国整体的民办教育办学路径。第一章阐述论文的研究意义,研究背景和论文的创新点等。第二章对民办高校的概念进行界定,同时概括民办高校与国家办学即公办高校的区别。提出我国民办高校的发展概况和民办高校政策概况。第三章概述广西民办高校发展概况,主要包括广西民办高校办学关键要素阐述和我国广西地区民办高校发展概况。第四章主要分析广西民办高校办学路径特点,即依靠教师资源或行政资源办学;以教学场所或基地为关键资源办学;以办学经费为关键资源办学;多元化资源组合推动学校发展。第五章分析广西民办高校办学路径存在的问题,如民办高校办学路径单一,民办高校教师队伍数量和层次结构不尽合理,民办高校所属地区资金支持力度不够,自治区对民办高校政策的滞后和大部分民办高校缺乏专业竞争力。第六章针对第五章提出的问题提出相应的提升对策,如拓展民办高校的办学资金渠道,加强民办高校的教师专兼职队伍建设,鼓励创新资源多元化的办学路径,产学结合的订单式人才培养模式和加大对民办高校的重视,提高政策执行的实效。
[Abstract]:After nearly 20 years of development and reform, private higher education in ethnic areas in China has become one of the important components of higher education in our country, whether in the training of talents, the supply of educational resources, and the promotion of education fairness and justice. The popularization of supplementary universal education has played an important role in the development of regional national economy. Since 2003, the number of private colleges and universities with independent qualifications to issue academic qualifications in Guangxi has gradually increased. The gradual development from the previous one to 10 in 2009 also marks the beginning of the stage of education popularization in Guangxi. Based on this, the Guangxi Zhuang Autonomous region government has formulated the educational development model of "strengthening talents and cinnamon". So that the autonomous region of the major private colleges and universities to improve the development of the times good opportunities, but also to the local private colleges and universities brought great challenges. How to firmly grasp the guidance of the times and overcome many obstacles has become an important issue for Guangxi Zhuang Autonomous region educational administrative department and even the whole education circles in China. This paper selects the local private colleges and universities which have the ability to issue diploma independently in Guangxi Autonomous region as the research sample, comprehensively adopts the literature method, the questionnaire survey method and the field visit method to carry on the thorough investigation and the analysis to the Guangxi private colleges and universities. This paper is divided into five chapters to study the path of running a private university in Guangxi from the perspective of resource dependence, and then extends to the whole path of private education in our country. The first chapter describes the significance of the research, research background and innovation of the paper. The second chapter defines the concept of private universities, and generalizes the differences between private colleges and public universities. The general situation of the development of private colleges and universities and the policies of private colleges and universities are put forward. The third chapter summarizes the development of private colleges and universities in Guangxi, mainly including the key elements of running private universities in Guangxi and the development of private universities in Guangxi. The fourth chapter mainly analyzes the characteristics of the running path of private universities in Guangxi, that is, depending on the resources of teachers or administrative resources, running schools with teaching places or bases as key resources, running schools with funds for running schools as key resources, and with the funds of running schools as the key resources to run schools. Diversified resource mix promotes the development of schools. The fifth chapter analyzes the problems existing in the path of running a private university in Guangxi, such as the single path of running a private university, the unreasonable number and hierarchical structure of the teachers of the private university, and the lack of financial support in the region to which the private university belongs. The policy of private colleges and universities in the autonomous region lags behind and most private colleges lack professional competitiveness. The sixth chapter puts forward the corresponding promotion countermeasures in view of the problems raised in the fifth chapter, such as expanding the funding channels of private colleges and universities, strengthening the construction of teachers' full-time and part-time staff in private colleges and universities, and encouraging innovative and diversified ways of running schools. The mode of training talents by order with the combination of production and study and the emphasis on private colleges and universities should be paid more attention to, and the actual effect of policy implementation should be improved.
