基于现代大学制度建设的大学办公部门职能转变

【摘要】：大学办公部门是高校行政管理的中枢，是学校直接领导下的综合办事机构。近年来，在经济全球化、教育国际化、社会信息化趋势不断发展的背景下，随着我国改革开放的不断深人，社会主义市场经济的不断发展，中国特色现代大学制度的逐步发展，我国高等教育进入了大众化时代，高等教育改革发展的新形势要求高等学校以更加开放的姿态，面对更加开放的社会系统，整合更加充足的办学资源，切实的变革大学管理，完善现代大学制度、优化办学结构、提高办学质量，不断提升核心竞争力。现代大学制度内在要求大学面向社会依法自主办学，同时也给高校办公部门工作带来了巨大挑战。高等教育发展的新形势下，现代大学制度趋向多元化方向转变。大学办公部门职能的转变，不仅涉及其自身且影响学校教学、科研等各个方面，直接关系到大学的健康发展和良性运行。建设中国特色现代大学制度，客观上要求合理设置大学的内部管理机构，科学配置管理部门的职能。现行大学办公部门职能配置缺乏科学理论支撑，致使实践中其行政理念及制度、行政方式及其效率等不适应高等学校改革发展的新要求。需正确把握现代大学的本质特征与现代大学制度的发展轨迹，针对我国大学办公部门职能发挥存在的问题及面临的挑战，必须明晰我国大学办公部门职能转变的原则、思路和对策。转变大学办公部门的职能，除观念形态方面需积极变革外，，调适大学办公部门的职能配置、强化大学办公部门服务职能、创新大学办公部门的管理方式、提高大学办公部门行政科学化水平，是为中国特色现代大学制度建设进程中办公部门职能转变的基本向度。围绕中国特色现代大学制度建设，依据高等教育与高等学校管理理论，以其它相关学科知识为辅佐，对现代大学制度背景下的大学办公部门职能转变问题展开科学研究。具有学术与实践双重价值。在现代大学制度建设中，推进大学办公部门职能转变，分别从大学办公部门管理职能基本内涵以及大学办公部门职能发挥面临的现实挑战，进而深入探求新形势下大学办公部门职能转变的方向与对策。
[Abstract]:The university office department is the center of the university administration and the comprehensive office under the direct leadership of the university. In recent years, under the background of economic globalization, the internationalization of education and the continuous development of social informatization, with the deepening of reform and opening up in China, the continuous development of socialist market economy, and the gradual development of the modern university system with Chinese characteristics, China's higher education has entered a popular era. The new situation of higher education reform and development requires colleges and universities to adopt a more open attitude, to integrate more adequate school resources, and to effectively reform university management in the face of a more open social system. Improve the modern university system, optimize the school structure, improve the quality of running schools, and constantly enhance the core competitiveness. The modern university system requires the university to run a school independently according to the law in face of the society, and it also brings great challenges to the work of the university office department. Under the new situation of the development of higher education, the modern university system tends to be diversified. The transformation of office functions not only involves itself, but also affects the teaching, scientific research and other aspects of the university. It is directly related to the healthy development and healthy operation of the university. In order to construct modern university system with Chinese characteristics, it is necessary to reasonably set up the internal management organization of the university and scientifically allocate the functions of the management department.
