【摘要】：建国以来，高校的领导体制几经变革，最终以党委领导下的校长负责制固定下来，经过20多年的实践，党委领导下的校长负责制经得住考验,事实也证明这一体制的正确性和可行性。在新形势下,党委领导下的校长负责制需要改进和完善,其核心就是完善这一体制中各方职责规定，切实解决党委领导与校长负责的关系,确保学校各项工作的顺利开展。论文在分析我国高校领导体制历史沿革的基础上，紧密结合高校管理改革所面临的新形势和新问题，阐述了党在高校领导体制中发挥的作用，揭示了现行高校领导体制的合理性，研究了进一步完善领导体制的建议。本文分为五个部分：第一部分为绪论；第二部分简要介绍关于体制和高校领导体制的有关概念、内涵及意义；第三部分结合史料和有关教育文献梳理了建国以来我国高校领导体制的历史沿革，并总结出七个历史阶段，详尽我国高校领导体制演变发展进程。第四部分通过对我国高校领导体制历史沿革的分析，，总结中国共产党在高校领导体制中发挥的作用，并提出现行高校领导体制存在的问题和面临的挑战；第五部分根据党领导下的校长负责制在运行过程中存在的问题，分析归纳该体制在未来发展中应注意的问题和改进的方法。
[Abstract]:Since the founding of the people's Republic of China, the leadership system of colleges and universities has undergone several changes and has finally been fixed by the president responsibility system under the leadership of the party committee. After more than 20 years of practice, the principal responsibility system under the leadership of the party committee has stood the test. Facts have also proved the correctness and feasibility of this system. Under the new situation, the principal responsibility system under the leadership of the Party committee needs to be improved and perfected, the core of which is to perfect the provisions of the responsibilities of all parties in this system, to earnestly solve the relationship between the leadership of the party committee and the principal's responsibility, and to ensure the smooth development of the school's various work. On the basis of analyzing the historical evolution of the leadership system in colleges and universities in our country, and combining closely with the new situation and new problems faced by the management reform in colleges and universities, the paper expounds the role played by the Party in the leadership system of colleges and universities. This paper reveals the rationality of the current leadership system in colleges and universities, and studies the suggestions for further improvement of the leadership system. This paper is divided into five parts: the first part is the introduction, the second part briefly introduces the related concepts, connotation and significance of the system and the leadership system in colleges and universities. The third part combs the historical evolution of the university leadership system since the founding of the people's Republic of China combined with historical data and relevant educational documents, and sums up seven historical stages, and details the evolution and development process of the leadership system of our country's colleges and universities. The fourth part summarizes the role of the Communist Party of China in the leadership system of colleges and universities through the analysis of the historical evolution of the leadership system of colleges and universities in China, and puts forward the existing problems and challenges of the current leadership system in colleges and universities. In the fifth part, according to the problems existing in the operation of the principal responsibility system under the leadership of the Party, the author analyzes and summarizes the problems that should be paid attention to in the future development of the system and the methods to be improved.
