大工国际处核心外事业务流程再造研究

【摘要】:随着社会经济的发展、文化的交流,国际化成为当今世界高等教育发展的必然趋势。在大连理工大学的管理工作中,外事管理部门与教务、学生、财务等多个管理部门及院系之间存在着密不可分的关系。在这种外部环境、内部环境都在发生急剧变化的情况下,学校国际处现有核心外事业务流程已不再适应新环境和新变化,因此有必要以业务流程再造理论为指导,提升外事管理水平和质量。本文对大连理工大学国际处的核心外事业务进行了界定,对三项核心外事业务现有流程展开了剖析,指出其存在组织结构冗余、部门之间协同办公效率低下、外事宣传渠道不畅、外事协议的签署与管理模式僵化、学生海外交流项目运作流程繁琐等主要问题。针对以上问题,本文依据业务流程再造相关理论为指导,提出以客户需求为导向、以关键流程为对象、精简高效、充分授权的再造原则,通过利用5W1H及ECRS等分析方法,对外事接待、签署外事协议、学生海外交流项目等三项核心外事业务进行了优化再造。通过再造,原有流程得以简化,核心业务流程得以突显,业务流程执行的环节更加合理化,能够有效地提高工作的质量和效率。最后,本文还针对保障业务流程再造实施效果,从进行组织结构再造、配套相关政策和信息技术支持等三个方面提出了合理化建议。本文将理论与实例分析相结合,为大连理工大学国际处核心外事业务的开展提供了新思路,希望通过业务流程再造应对目前外事工作中遇到的挑战,提升外事部门管理、服务的质量与效率,寻求进一步推动大连理工大学国际化的发展之道。
[Abstract]:With the development of social economy and the exchange of culture, internationalization has become the inevitable trend of the development of higher education in the world. In the management of Dalian University of Technology, the foreign affairs management department has a close relationship with the educational administration, students, finance and other management departments and departments. In this kind of external environment, in which the internal environment is changing dramatically, the existing core foreign business processes of the school's international office are no longer adapted to the new environment and changes, so it is necessary to be guided by the theory of business process reengineering. Improve the level and quality of foreign affairs management. This paper defines the core foreign affairs business in the International Branch of Dalian University of Technology, analyzes the existing processes of the three core foreign affairs services, points out that there is redundancy in the organizational structure and the efficiency of cooperative office between departments is low. The main problems are that the channel of foreign affairs propaganda is not smooth, the signing and management mode of foreign affairs agreement is rigid, and the operation process of students' overseas exchange project is cumbersome. In view of the above problems, this paper, based on the relevant theory of business process reengineering (BPR), puts forward the principle of reengineering, which is based on customer demand and key processes, which is simple, efficient and fully authorized. By using the analysis methods such as 5W1H and ECRS, Foreign affairs reception, signing of foreign affairs agreement, students overseas exchange program, three core foreign affairs business has been optimized and reconstituted. Through reengineering, the original process can be simplified, the core business process can be highlighted, and the business process execution link will be more reasonable, which can effectively improve the quality and efficiency of the work. Finally, aiming at the implementation effect of BPR, this paper puts forward some reasonable suggestions from three aspects: organizational structure reengineering, relevant policies and information technology support. This paper combines the theory with the case analysis, provides a new idea for the development of the core foreign affairs business in the international branch of Dalian University of Technology, hoping to meet the challenges encountered in the foreign affairs work through business process reengineering, and to enhance the foreign affairs department management. The quality and efficiency of service seek to promote the internationalization of Dalian University of Technology.
