我国公立高校内部管理机制研究

【摘要】:当前,我国社会主义市场经济体制的迅速发展与世界知识经济的迅速形成给高等教育带来了巨大影响。从上世纪末开始我国的高等教育结构调整和高等教育体制改革促进了高等教育的发展。高校体制的改革必须要有与其相适应的内部管理运行机制才能促进高校的健康发展。只是一味的进行体制改革是远远不够的。如何改革高校内部管理机制才是当下高校面临的主要问题。随着高校自主办学力量的增强,内部管理机制弱化的问题日益显现出来。目前,关于高校机制的改革策略有很多,但是大部分的对策都没有从根本上指导高校如何改革,没有让高校拥有一个适用于自己的内部管理机制。从而使得我国有部分高校仍然存在因为机制不符合高校发展而导致的体制改革失败,从而导致高校不能抓住好的发展机遇。因此,加强我国公立高校内部管理机制改革是刻不容缓的事情。目前有关教育管理机制的理论有很多,但是很少有人能够弄清楚我国公立高校内部管理现象和它们之间的关系及运行方式,建构出关于我国公立高校内部管理机制的理论。关于高校内部管理机制的理论目前来看还有很多缺失。本研究的主要内容体现在以下6个部分中: 第1部分,引言。本部分主要介绍了论文的选题背景、研究目的与内容、文献综述与研究意义、以及研究思路与方法。在文献综述中,本文围绕着“我国公立高校内部管理机制的相关概念”、“教育机制理论及框架”、“我国公立高校内部管理的具体机制”及“前人的研究方法”等几方面来展开,明确了本研究的理论价值和实践意义。 第2部分,我国公立高校内部管理机制研究的相关理论概述。本部分主要对“公立高校”、“机制”、“教育机制”与“公立高校内部管理机制”等进行了概念界定 第3部分,构建我国公立高校内部管理机制的理论及框架。本部分主要是阐述了本研究的理论基础即孙绵涛教授的教育机制论运用了比较法论证此理论机制的科学性。最后在此基础上构建出我国公立高校内部管理的机制的理论体系。 第4部分,我国公立高校内部管理的机制的现状及问题分析。本部分运用了访谈调查等研究方法,对目前我国公立高校内部管理机制的现状进行了考察,分析和概括出了高校内部管理机制中存在的弊端和问题根源,以此作为提出完善我国公立高校内部管理机制的策略。 第5部分,我国公立高校内部管理的机制的历史回顾和域外借鉴。本部分主要阐述了我国公立高校内部管理机制的发展改革历史和对英、日、美等国家高校的内部管理机制特征和对我国的借鉴意义, 第6部分,完善我国公立高校内部管理的机制的策略。本部分主要通过总结历史经验教训和英、日、美等国家高校的内部管理机制特征和对我国的借鉴意义,提出了改革我国公立高校内部管理机制的策略。
[Abstract]:At present, the rapid development of China's socialist market economy system and the rapid formation of the knowledge economy in the world have brought great influence to higher education. The structural adjustment of higher education and the reform of higher education system have promoted the development of higher education since the end of last century. In order to promote the healthy development of colleges and universities, the reform of institutions of higher learning must have a suitable internal management operation mechanism. It is far from enough to blindly carry out structural reform. How to reform the internal management mechanism is the main problem facing colleges and universities. With the strengthening of independent school running power, the problem of weakening internal management mechanism appears day by day. At present, there are a lot of reform strategies about the university mechanism, but most of the countermeasures do not fundamentally guide how to reform the university, do not let the university have a suitable internal management mechanism. As a result, some colleges and universities in our country still exist the failure of the system reform caused by the mechanism not conforming to the development of colleges and universities, which leads to the failure of institutions of higher learning to seize the good opportunities for development. Therefore, it is urgent to strengthen the reform of internal management mechanism in public colleges and universities. At present, there are many theories about the educational management mechanism, but few people can find out the internal management phenomenon of our country's public colleges and universities and their relationship and operation mode, and construct the theory about the internal management mechanism of our country's public colleges and universities. There are still many deficiencies in the theory of internal management mechanism in colleges and universities. The main contents of this study are as follows: part 1, introduction. This part mainly introduces the background, research purpose and content, literature review and research significance, as well as research ideas and methods. In the literature review, this article revolves around "the related concept of the internal management mechanism of the public university in our country", "the educational mechanism theory and the frame", "the concrete mechanism of internal management of public universities in our country" and "the research methods of predecessors" are carried out, which clarifies the theoretical value and practical significance of this study. The second part, the internal management mechanism of public colleges and universities related to the theoretical overview. This part mainly defines the concept of "public university", "mechanism", "education mechanism" and "internal management mechanism of public university" part 3, constructs the theory and frame of internal management mechanism of public university in our country. This part mainly expounds the theoretical basis of this research, that is, Professor Sun Miantao's theory of educational mechanism, which uses the comparative method to prove the scientific nature of the theoretical mechanism. Finally, the theoretical system of the internal management mechanism of public colleges and universities in China is constructed on this basis. The fourth part, the present situation and the question analysis of the internal management mechanism of the public universities in our country. This part uses the interview investigation and other research methods to investigate the present situation of the internal management mechanism of the public universities in our country, analyzes and generalizes the malpractice and the root cause of the problems existing in the internal management mechanism of the colleges and universities. This paper puts forward the strategies of perfecting the internal management mechanism of public colleges and universities in our country. Part 5, the historical review and foreign reference of the internal management mechanism of public colleges and universities in China. This part mainly expounds the history of the development and reform of the internal management mechanism of public universities in our country, the characteristics of the internal management mechanism of the universities in Britain, Japan and the United States and its reference significance to our country. The tactics of perfecting the internal management mechanism of public universities in our country. This part mainly through summing up the historical experience and lessons and the characteristics of the internal management mechanism of universities in Britain, Japan and the United States and its reference significance to our country, put forward the strategy of reforming the internal management mechanism of the public universities in our country.
