陕西高等学校科学技术奖励制度存在问题研究

【摘要】:科技奖励是我国科技事业的重要组成部分,也是我国科教兴国战略的重要基石。通过科学、完善的科技奖励制度激励广大科技工作者充分发挥自身的科研和创新能力,推动我国科技事业的快速发展,加速实现强国目标,从而实现中华民族的伟大复兴。 本文在分析国内外科技奖励制度的基础上,认真调研我省高校科技奖励的现状,分析我省高校科技奖励制度存在的主要问题及其原因,进而提出完善我省高校科技奖励制度的具体意见。论文主要结论有:(1)陕西高校科技奖励制度存在不适应学校发展的新要求;奖励对象不合理;精神奖励不足,物质奖励分配异议大;评审的公正性和客观性受质疑;管理和监督不严等问题。究其原因,主要体现在科技奖励制度缺乏导向性;奖励注重数量而忽视质量;偏重成果奖励而忽视对人的奖励;缺乏校级科技奖和青年科技奖;奖励中“马太效应”的影响;评奖环节问题多这几方面。(2)提出了以下完善陕西高校科技奖励制度的具体建议:紧密结合政府和学校科技发展战略;强化奖励的权威和声望,减少奖励数量;科技奖励以人为本;突出单一型成果;强化精神奖励并采用更为灵活的物质奖励方式;改进奖金分配制度;设置多种校级科技奖项,引入企业设置专项奖;改进科技奖励评审制度。
[Abstract]:Science and technology reward is an important part of our country's science and technology undertaking, and also the important cornerstone of our country's strategy of rejuvenating the country through science and education. Through the scientific and perfect science and technology reward system, the majority of scientific and technological workers are encouraged to give full play to their own scientific research and innovation ability, to promote the rapid development of our country's scientific and technological undertakings, to accelerate the realization of the goal of a powerful country, and to realize the great rejuvenation of the Chinese nation. On the basis of analyzing the science and technology reward system at home and abroad, this paper investigates the present situation of the science and technology reward in colleges and universities in our province, and analyzes the main problems and reasons of the science and technology reward system in our province. And then put forward to perfect our province university science and technology reward system concrete opinion. The main conclusions of this paper are as follows: (1) there are some new requirements in the scientific and technological reward system of Shaanxi colleges and universities which are not suitable for the development of the university; the object of the reward is unreasonable; the spiritual reward is insufficient and the material reward distribution is dissenting; the impartiality and objectivity of the evaluation are questioned; Problems such as lax management and supervision. The reasons are mainly reflected in the lack of guidance in the science and technology reward system; the emphasis on quantity but neglect of quality; the emphasis on the reward of achievement and the neglect of the reward for people; the lack of scientific and technological awards at school level and the award for young science and technology; the influence of the "Matthew effect" in the award; (2) the following suggestions are put forward to perfect the science and technology reward system of Shaanxi colleges and universities: closely combining the development strategy of the government and school science and technology, strengthening the authority and prestige of the award, reducing the amount of the reward; Science and technology awards are people-oriented; highlight single-type achievements; strengthen spiritual rewards and adopt more flexible ways of material rewards; improve the bonus distribution system; set up a variety of scientific and technological awards at the school level and introduce enterprises to set up special awards; To improve the system of science and technology award evaluation.
