【摘要】:硅谷和波士顿128号公路地区大学——产业合作模式的成功经验表明,风险投资对推动高校科研成果转化作用巨大。受其影响,剑桥大学与我国的许多著名高校也纷纷成立科技园区,引进风险资本参与其科研成果转化。然而,剑桥大学与我国的高校科技园区收效甚微。为什么剑桥科技园区以及我国的高校科技园区模仿硅谷和波士顿128号公路地区的发展模式,却屡屡遭遇挫折?整理分析了国内外大量的相关研究资料,笔者认为,剑桥大学与我国许多高校在运用风险投资推动其科研成果转化过程中,只注重表面模仿,简单地将风险投资和著名高校相结合,而没有深入研究真正有效的运作机制,是其陷入困境的根本原因。因此,本文试图研究运用风险投资推动高校科研成果转化的有效机制,以期为我国如何运用风险投资加速高校科研成果转化进程提供意见和政策建议。 本文首先梳理了高校科研成果转化与风险投资各自的内涵与特征,并揭示了风险投资在高校科研成果转化过程中的重要作用。随后通过文献研究,整理了我国运用风险投资参与高校科研成果转化的基本情况。 为研究运用风险投资推动高校科研成果转化的有效机制,本文以剑桥大学科技园区、波士顿128号公路和硅谷地区的案例为重点,研究三个地区是如何运用风险投资推动高校科研成果转化的。文章主要从风险投资行业政策、科研成果转化相关政策、高校科研活动的特色、区域风险投资行业发展情况、科技中介机构发展状况等方面进行了细致的比较和分析,总结剑桥大学科技园区成功与失败的经验,同时深入挖掘波士顿128号公路和硅谷地区风险投资在高校科研成果转化中能够发挥重要作用的因素,试图在此基础上演绎运用风险投资推动高校科研成果转化的有效机制。 通过剑桥大学科技园区、波士顿128号公路和硅谷地区的深度比较和案例分析发现,在运用风险投资参与高校科研成果转化的过程中,高校科研成果的可转化性是根本,风险投资行业发展状况是关键,而科技中介机构的运作是重要条件。因此,本文认为,运用风险投资推动高校科研成果转化的有效机制应当是:高校科研成果的高度可转化性,风险投资行业的成熟运作,以及科技中介机构的高效服务。 最后,根据笔者的研究结论,结合我国运用风险投资参与高校科研成果转化的现状与问题,本文就我国运用风险投资推动高校科研成果转化提出了一些意见和政策建议:我国未来政策调整的重点是,完善科技中介服务机构和机制,为风险投资行业发展构建良好的制度环境,同时改革高校管理评估制度,建立健全全面推动高校科研成果转化的法律政策体系。
[Abstract]:The successful experience of Silicon Valley and Boston highway 128 area university industry cooperation model show that the risk of investment in the promotion of scientific research achievements transformation of Universities' role is huge. Under its influence, University of Cambridge and China's many famous universities have also established science and Technology Park, the introduction of venture capital to participate in the transformation of scientific research achievements. However, little effect of University Science Park of University of Cambridge in China. Why Cambridge Science Park and China University Science Park Development Model to imitate the Silicon Valley and Boston highway 128 area, has repeatedly suffered setbacks? Through the analysis of the domestic and foreign related research data, a large number of the transformation process of University of Cambridge and many colleges and universities in China to promote the scientific research achievements in the application of risk investment. Focus only on the surface of imitation, simply the risk investment and the combination of famous universities, and there is no in-depth study of the real effective operation machine System is the root cause of its predicament. Therefore, this paper attempts to study the effective mechanism to promote the transformation of scientific research achievements by venture capital in order to provide advice and policy recommendations for how to use venture capital to accelerate the transformation process of scientific research achievements in universities.
This paper first reviews the transformation of scientific research achievements and the risk to invest in their connotation and characteristics, and reveals the important role of risk investment in the transformation of achievements in scientific research in the process. Then through literature research, the use of our risk investment in the basic situation of transformation of scientific research in Colleges and universities.
For the effective mechanism of the use of risk investment to promote the transformation of scientific research achievements, this paper takes University of Cambridge science and Technology Park, Boston highway 128 and Silicon Valley area case study of three regions as the key is how to use risk investment to promote the transformation of scientific research in Colleges and universities. This article mainly from the venture capital industry policy, policy transformation of scientific research, scientific research activities the characteristics of the development of regional industry of venture capital investment, science and technology intermediary development carried out detailed comparison and analysis, the failure of the experience and summary of University of Cambridge science and Technology Park successfully, while digging factors of the risk investment in Boston highway 128 and Silicon Valley area can play an important role in the transformation of scientific research in Colleges and universities, we try to on the basis of the interpretation of effective mechanism for applying venture capital investment to promote the transformation of achievements in scientific research.
The University of Cambridge science and Technology Park, Boston highway 128 and Silicon Valley area depth comparison and case analysis found that, in the application of risk investment in the process of transformation of scientific research achievements in the transformation of university scientific research is the fundamental development of venture capital industry is the key technology and the operation of the intermediary agency is an important condition. Therefore, this paper argues that the effective mechanism of using risk investment to promote the transformation of scientific research in Colleges and universities should be the research university height can be transformed, mature operation of venture investment industry, efficient service and technology intermediary organization.
Finally, according to the conclusion of the study, combined with China's current situation and problems of the use of risk investment in the transformation of scientific research achievements, this paper on China's use of risk investment and puts forward some opinions and suggestions to promote the transformation of scientific research in Colleges and Universities: the focus of China's future policy adjustment is to improve the science and technology intermediary service institutions and mechanisms, establishing the system of environment good for the development of venture capital industry, at the same time, the reform of university management evaluation system, establish and improve the overall achievements in scientific research to promote the conversion of legal and policy system.
